The Tier 1 EIS is anticipated to be completed in 2020 and will include the following elements.
Tier 1 Environmental Impact Statement (EIS)
The North-South Corridor Study’s Tier 1 Environmental Impact Statement will ultimately select a preferred alternative – either a build corridor alternative or a no-build alternative – for this 55-mile long corridor between US 60 on the north and Interstate10 on the south, with a connection to State Route 24.
During the Tier 1 EIS process, ADOT will evaluate potential corridor alternatives, along with the no-build alternative, for a future project-specific alignment. The Tier 1 EIS will use existing environmental and technical work in progress to develop a Corridor Selection Report that will assess a wide range of corridor alternatives.
As part of the tiered environmental study, ADOT will also identify a corridor that will extend SR 24 from Ironwood Drive and connect to the North-South Corridor.
The Federal Highway Administration published a revised Notice of Intent in the Federal Register on October 3, 2016, as required under NEPA, kicking off the revised formal environmental study process.
Public hearings will be held once the Draft Tier 1 EIS is published and ready for comment. The combined Tier 1 EIS and Record of Decision are expected to be completed in 2020. Public outreach will continue throughout the Tier 1 EIS process to provide opportunities for input on the study. Comments are always accepted for this ongoing study. ADOT is considering all funding options to move the proposed North-South Corridor through the study process and eventually to construction, if a preferred build alternative is determined.
