Temporary residents, such as out-of-state students and their spouses, or military personnel and their immediate family members, may apply for a five-year license regardless of age.
The information of foreign applicants will be processed in accordance with Arizona authorized presence requirements.
Before you go...
Be Prepared and plan ahead. Follow the simple steps to complete your application in advance, and submit it to MVD. This will speed up the process once you’re in the office. Make sure you bring all required identification documents.
If a road test is required, check our interactive map for estimated wait times and to verify that daily road test capacity hasn’t been reached. Also, consider an Authorized Third Party Driver License provider where wait times are frequently shorter (a convenience fee may be collected in addition to the appropriate state fees.)
Are you ready for your road test?
If you go to an MVD office and the road test slots for the day are filled, you can make an appointment to return at a future date. Appointments can also be made to schedule a re-test for a second or third attempt to pass the test.

Note: A parent or legal guardian will be required to accompany a teen driver who is applying for and earning a Graduated Driver License.
