General Information

Staffing
The Staffing Unit is responsible for designing recruitment campaigns and employing activities, which attract qualified individuals, respond to vacancies in a timely manner, formulate job descriptions and advertise vacancies, facilitate the creation of selection tools, and guide hiring supervisors through the selection and hiring process.
Employee Relations
Employee Relations is responsible for listening to and advising employees and supervisors on employee/management relations issues while promoting supervisor-subordinate dialogue and problem resolution (i.e., fostering communication; resolving disputes; facilitating the internal grievance system). The office advises management on disciplinary matters and a wide variety of personnel issues, including performance evaluations, allegations of discrimination (in coordination with the Civil Rights Office), internal investigations, light duty, fitness for duty determinations, FMLA, and employee probationary status matters. The office administers the agency’s Employee Assistance Program (EAP), oversees management referrals, and represents the agency at Personnel Board hearings and other legal proceedings.
Operations
The Operations Unit includes benefits and the Human Resource Information Solution (HRIS) and is responsible for processing classification and compensation actions, providing assistance with the construction of the Position Description Questionnaire (PDQ) and subsequent maintenance thereof, timely/accurate data entry and personnel action processing, benefits support and administration and personnel file maintenance. HRIS access and security is also overseen and maintained by this unit.
Awards and Recognition
Partners with agency-management to assist with recognition and reward administration for outstanding employee performance and/or years of service. Provides training to all employees regarding available rewards and recognition strategies. Oversees and administers a variety of programs, such as: Suggest Arizona, HOT Ideas, and GEM Awards. Plans and coordinates the annual Employee Celebration and other special projects as assigned.
Special Projects
Special Projects is involved in all functional areas of Human Resources, as well as a variety of human capital management initiatives and workforce relation’s matters. The Manager leads the HRO’s strategic planning function, HR Internship program, and the agency’s Talent Management program as well as directs and coordinates the Commercial Drivers’ License drug/alcohol random testing program, and represents the agency HRO on a variety of issues by presenting information and acting as guest speaker in different DOT-related venues. The Manager is also the agency representative responsible for sponsoring the employment of foreign nationals.
