As part of its P3 Program, ADOT reviews potential P3 transportation projects. Eligible projects, as defined in Section 28-7701 in HB 2396, can be initiated from a variety of sources, including nongovernmental entities, through the filing of an unsolicited proposal.

Potential P3 projects are evaluated based on a number of criteria, which are described below. These criteria serve as general guidelines, all of which may or may not be applicable to certain projects. As ADOT continues to develop its P3 program and begins to evaluate projects, the P3 project evaluation criteria will likely continue to evolve. As deemed appropriate by ADOT, the applicability and/or weightings of the criteria may change, and additional criteria may be considered.

Civil Rights

Pursuant to Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA) and other nondiscrimination laws and authorities, ADOT does not discriminate on the basis of race, color, national origin, sex, age, or disability. Persons that require a reasonable accommodation based on language or disability should contact ADOT’s Civil Rights Office at Requests should be made as early as possible to ensure the State has an opportunity to address the accommodation.
