  1. ADOT – Administered (AA) Project

Once a TRACS number is obtained, to obtain a consultant through one of ADOT’s On-Call contracts, the LPAs must contact ADOT’s LPA Section, who will work with ADOT’s Project Management Group in assigning On-Call contracts to the LPAs based on the requirements outlined in 23 CFR 172.9.

  2. Self-Administered (SA) Project

Upon approval and direction from ADOT Local Public Agency Section, LPAs applying for the SA of an A/E project must complete and submit the ECS Local Public Agency Review SA Checklist (referred to as SA Checklist on the Documents tab), attach supporting documentation and send the electronic versions of the documents to the ADOT LPA Section.

In partnership with ADOT’s LPA Section, ADOT ECS will conduct an SA review using the information from the LPA SA Review Checklist and other submitted documents. ECS may contact the LPAs for additional information or for clarification, if necessary. After its review, ECS sends a Review Memo to ADOT LPA Process Manager with a SA application status (i.e. comments, conditional approval, final approval, etc.).

  3. Certification-Acceptance (CA) Program

Upon direction given by ADOT Local Public Agency Section, LPAs applying for the CA program must complete and submit the ECS Local Public Agency Review CA Checklist (referred to as CA Checklist on the Documents tab) and all other documents listed below to the ADOT LPA Section for initial screening of document completeness. The four documents are:

    1. CA Checklist
    2. CA Guidelines
    3. Contract Boilerplate (UT&C)
    4. RFQ

Once determined as complete by the LPA section, documents, submitted by the LPA applicant, will be routed to ECS to conduct a detailed CA review. ECS may contact the LPA for additional information or clarification, if necessary. After its review, ECS issues a Review Memo to ADOT LPA Process Manager with a CA application status (i.e. comments, conditional approval, final approval, etc.).
