AZ Unified Transportation Registration and Certification Partners
49 Code of Federal Regulations, Part 26.81 required all recipients of funds from the Federal Aviation Administration (FAA), Federal Highway Administration (FHWA), and Federal Transit Administration (FTA) in each state to work together to implement a Unified Certification Program (UCP). The UCP provides a "one-stop shopping" mechanism for DBE certification, which means that an applicant for DBE certification can certify through one certifying entity in the state and that certification is recognized by all recipients of FAA, FHWA and FTA funds in the state. Each state has its own UCP. In support of this requirement, the state of Arizona established a UCP Committee comprised of the three DBE certifying entities in the state of Arizona: ADOT, the city of Phoenix and the city of Tucson.
