Business Engagement and Compliance
The Business Engagement and Compliance Office (BECO) is now a Unit within the newly formed ADOT Employee and Business Development (EBD) Group. The EBD group was created in January 2018 to integrate and emphasize ADOT’s efforts to coordinate and enhance training and development for its employees and external customers, like contractors, small, women and minority-owned businesses.
The new EBD group is managed by Dr. Vivien Lattibeaudiere, who served as BECO Manager for the past 5 years. She continues to provide management, oversight and continuity for BECO's customers, programs and services. BECO remains intact to serve the needs of its current customers, who will benefit from collaborative training vehicles and opportunities available to ADOT employees.
The Business Engagement and Compliance Office (BECO) continues to focus on ensuring that ADOT, its subrecipients, contractors and consultants achieve full compliance with all applicable federal regulations related to disadvantaged and small business inclusion, equal and fair employment opportunity in contracting and on-the-job training for women and minorities in the construction trades by facilitating these efforts:
- ADOT's good faith efforts to meet overall Disadvantaged Business Enterprise (DBE) participation goals;
- Compliance with all applicable federal requirements;
- Equal Employment Opportunity contractor compliance; and
- On-the-Job Training contractor compliance to provide training and employment opportunities for women, minorities and economically disadvantaged individuals in the construction industry
Announcements and Updates
ADOT announces new proposed overall DBE goals for federally-funded contracts
ADOT’s 2018-2020 overall DBE goal of 9.55% for FHWA contracts has been approved by FHWA.
The final DBE Availability Study and FHWA DBE Goal Methodology upon which the goal was based in available for public viewing.

DBE Certification Annual Updates
DBE certifications do not expire. However, DBE-certified firms are required to submit an Annual Update every year to maintain certification. Learn more about DBE annual updates.
Please note that all updates must be completed online, unless otherwise instructed by UCP members.
