Before ADOT can accurately release an updated ADOT Energy Efficient Plate Program qualifying vehicle list with new model years, ADOT must wait until the US Environmental Protection Agency's Eligible Low Emission and Energy-Efficient Vehicles list is published with the new model years and vehicles included (http://www.epa.gov/otaq/ld-hwy.htm). Then the VIN identifiers for all the various vehicle makes/models must be acquired. After that takes place, internal tables for ADOT and ServiceArizona must be updated and tested. ADOT does not know or have any input in the EPA's timeline for updating the EPA's Eligible Low Emission and Energy-Efficient Vehicles list.
Program participants are issued a special Energy Efficient license plate with a "Hybrid" graphic that permits the operator to drive in any HOV lane in Arizona, regardless of the number of occupants. Qualifying vehicles pay the standard vehicle license tax assessment.
This plate is available with the disability symbol to qualified applicants at no additional charge. An Energy Efficient Plate Application is required. If an applicant does not currently have a Disability – Hearing Impaired Plate/Placard, the applicant will need to submit an application.
If the plate is lost, stolen or mutilated, a new one can be requested at any MVD or ATP office and mailed to the vehicle owner. The replacement fee is $5, plus postage/handling.
Customers with a prior qualifying (Honda Civic Hybrid, Honda Insight and Toyota Prius) vehicle that is currently registered with an Energy Efficient plate will be allowed to continue using their plate until they sell/transfer the vehicle. The Energy Efficient plate may only be transferred to a qualifying plug-in hybrid electric vehicle that is owned or leased by the same registered owner. Otherwise, the owner must surrender the license plate to any MVD or Authorized Third Party (ATP) office. If the owner would like to receive the remaining plate credit, the owner must submit a Plate Refund Request.
