Phoenix Metro Area Projects

U.S. Route 60 (Grand Avenue) and Thunderbird Road / Thompson Ranch Road

Current Status

The project is currently in the final design phase. The project team anticipates selection of a construction contractor for sometime in spring 2016 and construction to begin later that year.

On Aug. 11, 2014, the Arizona Department of Transportation and Federal Highway Administration published the Final Environmental Assessment (EA) / Finding of No Significant Impact (FONSI) for the US 60 (Grand Avenue) and Thunderbird / Thompson Ranch Roads Study. The Final EA/FONSI was available online or at the following locations during normal business hours:

  • El Mirage City Hall, 12145 NW Grand Ave. #4, El Mirage, AZ 85335
  • El Mirage Branch Library, 14011 N. First Ave., El Mirage, AZ 85335
  • ADOT Environmental Planning Group, 1611 W. Jackson St., Phoenix, AZ 85007 (Call 602.712.7767 for an appointment.)

Selected Alternative

The EA process, which includes both the Draft EA and Final EA, was conducted in accordance with the National Environmental Policy Act and has identified a recommended alternative for this intersection. It also formally documents the analysis of potential impacts associated with the proposed alternative. The Draft EA was published on May 1, 2014, and a public hearing was held on May 15, 2014.

Project Background

In 2008, ADOT prepared a report that recommended further study of top priority projects along Grand Avenue, including the Grand Avenue / Thunderbird Road intersection. It proposed that a study be completed to determine the intersection configuration that would accommodate growth and increased traffic volumes in this area.

In 2009, the Maricopa County Department of Transportation (MCDOT) completed the El Mirage Road, Northern Avenue to Bell Road Final Design Concept Report (DCR). This DCR identified a concept for the Grand Avenue and Thunderbird Road intersection similar to the ADOT Feasibility Report concept.
