Construction set to begin on US 60 (Grand Avenue) / Bell Road Traffic Interchange
Construction on the new bridge will begin in early 2016.
To improve congestion at the busy Bell Road intersection, the Arizona Department of Transportation (ADOT) will construct a new Bell Road bridge over US 60 (Grand Avenue) and the adjacent railroad tracks. The bridge will replace the current ground-level intersection. With this new interchange, through traffic on Grand Avenue will no longer stop at Bell Road. Instead, the two roadways will be connected via new on- and off-ramps constructed within the Grand Avenue median.
Early construction activities include relocating the existing 134th Drive alignment to the east. Bell Road will be closed to through traffic for up to eight months beginning in April to accommodate construction of the new Bell Road overpass. Closing Bell Road during construction allows the contractor to complete the work more quickly, improves safety for construction workers and motorists, and minimizes traffic impacts during peak travel periods such as spring training and the holiday shopping season. Grand Avenue will remain open. Specific closures, detours and business access information will be announced prior to the start of construction.
Over the summer, ADOT and the city of Surprise conducted a business outreach and impact assessment to engage businesses in the project area, assess business operations, solicit stakeholder opinions, and identify business needs during construction. The outreach team also solicited feedback from the businesses regarding potential impacts related to the construction schedule, duration and time of year. The input received during the business outreach was consistent with the public comments and feedback received during the environmental phase of the project which indicated a community preference for a condensed construction schedule.
ADOT recognizes a significant project like this will undoubtedly create challenges for the traveling public and local businesses. However, ADOT is committed to mitigating construction impacts to area businesses with a comprehensive access plan and appropriate signage. Prior to the start of construction, ADOT will be out in the community informing residents and businesses about the project, answering questions and addressing concerns.
