Pilot Program

Arizona’s “Energy Efficient Pilot Program” has reached the maximum limit of 10,000 special license plates issued. There are no plates available at this time. Thank you for your interest in the program.

The pilot program allows Toyota Prius, Honda Civic Hybrid, and Honda Insight owners unrestricted access to the High Occupancy Vehicle (HOV) lanes in Arizona.

Energy Efficient Plate 
Background

Beginning 02/09/2007, for this pilot program, qualifying low emissions, energy efficient vehicles will be issued a special Alternative Fuel license plate affixed with a Hybrid decal that permits the operator to drive in any High Occupancy Vehicle (HOV) “carpool” lane in Arizona, regardless of the number of occupants.

This pilot program allows specific vehicles to utilize the HOV lanes, reducing travel time for those individuals who drive eligible vehicles. The pilot also promotes energy independence and reduced fuel consumption while supporting improved air quality.

As criteria for eligibility, Arizona has elected that hybrid vehicles with at least 45% fuel efficiency in combined city-highway fuel economy, based on information provided by the United States Department of Energy and United States Environmental Protection Agency, will qualify for the pilot program. Additional information can be found at www.fueleconomy.gov. The following vehicles (all model years) met the criteria at the start of the program:

  • Honda Insight
  • Toyota Prius
  • Honda Civic Hybrid

This pilot project may be discontinued by changes in Federal regulations or by potential degradation of the HOV lanes.

This plate is available with the disability symbol added (to qualified applicants at no additional charge). Disability-Hearing Impaired Plate/Placard Application, form # 96-0104, is required if one is not already on file.

Plates can be transferred but only to another qualifying, energy efficient vehicle. Otherwise, the owner must surrender the license plate to the Division or destroy it within 30 days. With the appropriate forms, the remaining plate credit may be refunded or transferred to another vehicle.

If the plate is lost or stolen a new one can be requested at any Customer Service office or Authorized Third Party. Customers will receive a standard issued plate to display on the vehicle until the Energy Efficient plate arrives by mail. The replacement fee for any lost, destroyed, mutilated or special license plate is $5.00.

Should the pilot program end, a replacement plate will be issued to existing participants and no additional fee will be charged.
