The following is a new customer service.

Digitally Imaged License Plates - New flat-style environmentally-friendly license plates are now being issued. The main change vehicle owners will notice is that new license plates will have computer imaged plate numbers replacing traditionally embossed plate numbers. Personalized and other special plates produced with the new system are already on the road and regular plates will be available as soon as current inventories are depleted. The new digital process provides some key improvements over the traditional plate making method. The system is capable of producing full-color plates, but the elimination of solvent-based inks means there is no longer any hazardous waste or environmental emissions from the plate making process. Eliminating inks also saves energy because digital plates do not require a special drying process in gas-fueled ovens. Digital plates also use lighter gauge aluminum.


The following is the result of changes to Arizona law.

Families of Fallen Police Officers Plate - A new Families of Fallen Police Officers license plate is available November 16, 2007. No special requirements. Available to everyone. The fee is $25 initial application fee and $25 annual renewal, in addition to regular registration fees. $17 goes to a special fund for helping in the healing of family survivors of police officers who died in the line of duty in Arizona. May be ordered online. For plates that are mailed, the postage and handling charge is $2.00 for one plate and $2.70 for two plates.

Also available with a disability symbol (requires disability application form #96-0104 unless eligibility currently established).

May be personalized for an additional $25 initial application and annual renewal fee (requires Special Plate Application form #96-0143 unless ordered online).

The following is the result of changes to Arizona law.

Golden Rule Plate - A new Golden Rule license plate is available November 16, 2007. No special requirements. Available to everyone. The fee is $25 initial application fee and $25 annual renewal, in addition to regular registration fees. $17 goes to a special fund for programs which demonstrate the promotion of the golden rule in schools and communities in Arizona. May be ordered online. For plates that are mailed, the postage and handling charge is $2.00 for one plate and $2.70 for two plates.

May be personalized for an additional $25 initial application and annual renewal fee (requires Special Plate Application form #96-0143 unless ordered online).

White Mountain Apache Tribe - A new White Mountain Apache Tribe license plate is available November 16, 2007. No special requirements. Available to everyone. The fee is $25 initial application fee and $25 annual renewal, in addition to regular registration fees. $17 goes to the White Mountain Apache Tribe for traffic control devices. May be ordered online. For plates that are mailed, the postage and handling charge is $2.00 for one plate and $2.70 for two plates.

The following is the result of an amendment to Arizona Administrative Rule R17-5-203, Motor Carrier Safety: 49 CFR 390 - Federal Motor Carrier Safety Regulations; General Applicability and Definitions; General Requirements and Information

USDOT Number for Intrastate Travel - In conjunction with the Arizona Department of Public Safety (DPS), the Division has amended R17-5-203, effective July 10, 2007, to require CMVs identified under R17-5-203(B)(3) to obtain a United States Department of Transportation (USDOT) number from the Federal Motor Carrier Safety Administration registry for intrastate travel within Arizona. This amendment is made in an effort to facilitate the tracking and identification of those CMVs with a poor safety rating. Additional amendments were made to R17-5-203(D) and (E), Marking of CMVs.

The new regulations requiring the USDOT# for intrastate travel by a CMV, and Markings of CMVs are administered and enforced through DPS.

The following is a new customer service beginning June 17, 2007.

Express Driver License - If you need to replace a lost or stolen Arizona driver license or identification card, you now have the option of choosing express delivery if you don’t want to wait for standard mail delivery. The license/ID can be sent to anywhere in the United States and will arrive by the next available delivery day, including next day in many cases. This option is especially helpful to persons who are traveling and lose their license. Express delivery is available only for driver licenses/ID cards ordered online at www.servicearizona.com. Click on the Duplicate Driver License/ID icon to order a replacement. A fee will be charged for express delivery in addition to the $4.00 fee for the license/ID.

Arizona Historical Society Plate - A new Arizona Historical Society license plate is available June 3, 2007. Must complete an application with the Arizona Historical Society. Application available at www.arizonahistoricalsociety.org. The fee is $25 initial application fee and $25 annual renewal, in addition to regular registration fees. $17 goes to the Arizona Historical Society to fund their museums and programs. Available by special order only.

The following is a new customer service beginning April 2, 2007

Motorcycle Emissions Testing Exemption - Motorcycles registered on and after April 2, 2007, in the Tucson emissions area are exempt from the Arizona vehicle emissions testing requirements.

Collectible Vehicle Emissions Testing Exemption - Vehicles registered in Phoenix and Tucson emissions areas that are insured under a collectible vehicle policy, may be eligible for exemption from the Arizona vehicle emissions testing requirements.

  • Insurance companies will electronically notify MVD when a vehicle is currently insured as a collectible vehicle and therefore exempt from emissions testing requirements.
  • The vehicle may be renewed online at www.servicearizona.com, through the mail, or by visiting an MVD or authorized Third Party office.
  • The collectible vehicle emissions exemption continues as long as there is no change in ownership, and the collectible vehicle insurance coverage is maintained on the vehicle.

The following is the result of changes to Arizona law.

Arizona Diamondbacks Plate - A new Arizona Diamondbacks license plate is available April 4, 2007. No special requirements. Available to everyone. The fee is $25 initial application fee and $25 annual renewal, in addition to regular registration fees. $17 goes to the Professional Sport Franchise Foundation for youth education/development, and for housing and healthcare for low-income persons. May be ordered online. For plates that are mailed, the postage and handling charge is $1.50 for one plate and $2.40 for two plates.

San Carlos Apache Tribe Plate - A new San Carlos Apache Tribe license plate is available March 18, 2007. No special requirements. Available to everyone. The fee is $25 initial application fee and $25 annual renewal, in addition to regular registration fees. $17 goes to the San Carlos Apache Tribe Transportation Board. May be ordered online. For plates that are mailed, the postage and handling charge is $1.50 for one plate and $2.40 for two plates.

The following is a new customer service beginning February 25, 2007

Vehicle Insurance Verification - An online service that allows vehicle owners to verify that their liability insurance policy has been accurately recorded with the Motor Vehicle Division. Proper recording of the policy is vital to avoid suspension of the vehicle registration. This new service can be used at www.servicearizona.com. Simply click on the Insurance Verification icon. You will need the policy number and vehicle information. There is no charge for this service.


The following is the result of changes effective February 9, 2007.

Energy Efficient Plate - Beginning 02/09/2007, for this pilot program, qualifying low emissions, energy efficient vehicles will be issued a special Alternative Fuel license plate affixed with a Hybrid decal that permits the operator to drive in any High-Occupancy Vehicle (HOV) “carpool” lane in Arizona, regardless of the number of occupants. This pilot program is limited to 10,000 participants.

The following is a new customer service beginning January 16, 2007

Cost Saving Registration - A new type of registration and license plate tab is being issued (initially to customers who renew online or by phone, and soon for those who renew by mail or in person).

This new registration uses a more efficient self-mailer method that speeds processing and reduces operating costs. The registration mailer contains the license plate tab as part of the form, instead of being separately attached in a plastic bag. A separate month tab will no longer be issued. The new black and white tab combines the old month and year tab. A different pattern for the tab will used each year.

Military Support/Freedom Plate - A new Military Support/Freedom license plate is available January 14, 2007. No special requirements. Available to everyone. The fee is $25 initial application fee and $25 annual renewal, in addition to regular registration fees. $17 goes to a special fund to benefit veterans in Arizona. May be ordered online. For plates that are mailed, the postage and handling charge is $1.50 for one plate and $2.40 for two plates.
