e-check -
Permanent fleet account holders can now renew their fleets online with an electronic check (e-check). Previously, only credit cards were accepted for online permanent fleet renewals. An e-check simply requires entering checking account information into a secure Internet application at the time of renewal. Permanent fleets can be renewed online by going to www.servicearizona.com and clicking on Fleet Registration Renewal.

| The following is the result of changes to Arizona law effective September 21, 2006.
Sale of Classic Car or Historic Vehicle -
A dealer license is not required for a person who sells a Classic Car or Historic Vehicle, provided the Classic Car or Historic Vehicle was titled in the owner’s (seller) name in Arizona prior to December 31, 2005.
A Classic Car is a vehicle included in the 1963 list of classic cars filed with MVD by the Classic Car Club of America.
A Historic vehicle is any of the following:
- Manufactured 25 years or more prior to the date of application
- A reconstructed vehicle retaining (at a minimum) the basic original body style as manufactured 25 years or more prior to the date of application
- Included on a list of historic vehicles filed with MVD by a recognized historical or classical vehicle organization

| The following is the result of changes to Arizona law effective September 21,2006.
Persons with an ignition interlock device requirement that either refuse to submit a blood alcohol test or commit any Driving Under the Influence (DUI) violation, are now guilty of an aggravated DUI. In addition to an aggravated DUI charge, those persons will also receive an additional 12- month ignition interlock requirement. And those who refuse to submit a blood alcohol content test while under an ignition interlock order may now be charged with a class 6 felony.
In addition to driving from home to a treatment facility, persons with a restricted driver license for a DUI violation may now also drive to a screening or education facility during the restricted period.
Ignition interlock installers must report to MVD each time they receive information from the ignition interlock device about any tampering, failure to provide proof of compliance or any attempts to operate the vehicle with an alcohol content higher than the approved limit.

Personalized Veteran Plate -
Beginning September 1, 2006, there is no annual fee for the personalization of a Veteran plate (a $25 savings each year). Applies to both new and existing personalized Veteran plate holders. The initial personalization fee, special plate fee and regular registration fees still apply.

Driver License Motor Vehicle Record Online -
Individuals can now view and print a copy of their own driver license record online. The 39-month record costs $3. Payment is by valid Visa, MasterCard, American Express or Discover credit/debit/check card. The service is available 24 hours a day, 7 days a week, except for scheduled maintenance periods. Vehicle Registration Renewal Email Notice -
Vehicle owners now have the option to receive their vehicle registration renewal notices by email instead of through the Postal Service. Those who select the electronic notification also will receive information on new MVD services periodically by email. To take advantage of this option, go to www.servicearizona.com and click on Address/Email Change.

| The following is the result of changes to Arizona law effective March 26, 2006.
Pink Ribbon/Cancer Awareness Plate -
A new Pink Ribbon/Cancer Awareness license plate is available March 26, 2006. No special requirements. Available to everyone. The fee is $25 initial application fee and $25 annual renewal, in addition to regular registration fees. $17 goes to a special fund administered by the Arizona Department of Health Services for breast and cervical cancer screening and diagnostic awareness and outreach services in Arizona. May be ordered online. For plates that are mailed, the postage and handling charge is $1.50 for one plate and $2.40 for two plates.
Also available with a disability symbol (requires disability application form #96-0104, unless eligibility currently established).
May be personalized for an additional $25 initial application and annual renewal fee (requires Special Plate Application form #96-0143 unless ordered online).

Vehicle Registration Fees Report -
A new online service is available that allows vehicle owners to view and print a report showing the amount of vehicle registration fees they paid in 2005. Individuals can print a report that itemizes the fees they paid on all vehicles registered in their name. Companies can print a report that shows total registration fees paid on all vehicles owned by the company. For more information, go to www.servicearizona.com and click on Vehicle Fee Recap.

| The following is the result of changes to Arizona law effective June 30, 2006.
Emissions Exempt Fee -
The Emissions Exempt fee charged for new vehicles exempt from emissions testing, will no longer be collected for most vehicles.

| The following is the result of changes to Arizona law effective February 1, 2006.
Certified Ignition Interlock Device -
A certified ignition interlock device is a breath alcohol testing instrument connected to the ignition and power system of the vehicle. The driver blows into the device before attempting to turn the ignition. If the driver’s alcohol level is above a certain level, the vehicle will not start. While the vehicle is in operation, the driver must blow into the device at random intervals.
Effective February 1, 2006, a new law allows a person to obtain a special ignition interlock restricted driver license while the person’s Class D or Class G driving privilege is under suspension or revocation for any of the following:
Upon receipt of an order of restriction from the court:
- Conviction of DUI or Extreme DUI or having any spirituous liquor in the person’s body while operating a motor vehicle while under 18 years of age
- Conviction of operating a motor vehicle while 18, 19 or 20 years of age with any spirituous liquor in the person’s body
After serving the first 90 days of the suspension or revocation:
- First offense for an implied consent violation (refusal to take a blood alcohol test)
- Conviction of aggravated DUI or Extreme DUI with a minor in the vehicle
The person has to provide proof of future financial responsibility insurance (SR22), provide proof of Certified Ignition Interlock Device installation, maintenance and when required, complete alcohol treatment class.
