The following is the result of changes effective September 18, 2003.

Alternative Fuel Vehicles (AFV) - AFVs are those vehicles powered by liquefied petroleum gas (propane), natural gas (CNG/LNG), a blend of 70% alternative fuel and 30% petroleum-based fuel, hydrogen, solar or electric (excluding golf carts).

New original equipment manufactured vehicles (current year models and 2 previous model years) now have the option of paying an Emissions Exempt fee with the vehicle registration, instead of being tested. That fee goes to the Arizona Department of Environmental Quality (ADEQ) for the state Air Quality Fund.

Other AFVs do not have the option and must be tested. Hydrogen, solar and electric powered vehicles are exempt from all emission testing requirements.

The following is the result of changes effective September 13, 2003.

Phoenix-West Office Saturday Hours - Beginning September 13, 2003, the Phoenix-West office at 4005 N 51st Ave (S of Indian School Rd) will be open Tuesday through Saturday, 8am-5pm. See Office Hours and Locations for a complete listing.


Navajo Nation Plate -

A new Navajo Nation license plate is available. No special requirements. Available to everyone. The fee is $25 initial application fee and $25 annual renewal, in addition to regular registration fees. $17 goes to Navajo Nation Department of Highway Safety for traffic control devices. May be ordered online. For plates that are mailed, the postage and handling charge is $1.50 for one plate and $2.40 for two plates.



Also available with a disability symbol (requires disability application form #96-0104, unless eligibility currently established).

The following is the result of changes effective March 01, 2003.

MVD Office Hours - The MVD office hours at many locations have changed. Most offices in the state are open Monday through Friday, from 8:00 am to 5:00 pm. Tuesday through Saturday service is available from 8:00 am to 5 pm at two locations in the Phoenix metro area and one in Tucson. Information only after 4:30. The following is the result of changes to Arizona law effective January 01, 2003.

Title Holding -

  • Lienholder holds title until lien is satisfied
  • Vehicle owner holds valid registration
  • Electronic lien clearance, by some lienholders
