The following is the result of changes effective November 01, 2002.

University of Phoenix Plate - A new University of Phoenix plate is available. The fee is $25.00 initial application fee (plus $1.50 postage and handling) and $25.00 annual renewal, in addition to regular registration fees. Available by mail only. Must complete an application with the University of Phoenix Alumni Network. Application available at www.phoenixalumni.com. $17.00 dollars of the fee goes to the organization.


The following is the result of changes effective September 30, 2002.

Wildlife Conservation Plate – A new Wildlife Conservation plate is available. The fee is $25.00 initial application fee (plus $1.50 postage and handling) and $25.00 annual renewal, in addition to regular registration fees. Available by mail only. Must complete an application with the Wildlife Conservation Council. Application and additional information at www.arizonawildlifecouncil.org. $17.00 dollars of the fee goes to the organization.


The following is the result of changes effective September 22, 2002.

Special Military Exemption, Executive Order 2003-10 – A member of the Arizona National Guard regular or reserve component called to active military duty in support of Operations Enduring Freedom or Noble Eagle is eligible for a one-year VLT and registration fee exemption. See the Military Personnel Information page for details.


The following is the result of changes to Arizona law effective August 22, 2002.

Failure To Stop – If you are a driver involved in an accident where there is damage to a vehicle, injury or death, you are required by law to stop your vehicle at the scene of the accident, or as close as possible and immediately return to the scene. You must remain at the scene to:

  • Provide aid to any injured person, including making arrangements for medical treatment
  • Provide your name, address and license plate number
  • If requested, show your driver license to any person involved.

Conviction for failure to comply will result in your driving privilege being:

  • Revoked for 5 years if involving death or serious physical injury
  • Revoked for 3 years if involving injury other than death or serious physical injury
  • Suspended for 1 year if involving only damage to a vehicle.


Drag Racing – The penalties for drag racing have increased.

In addition to a one year revocation of your driving privilege:

If you are convicted of a first violation for drag racing you will be charged with a Class 1 Misdemeanor and be required to pay a fine of not less than $250 and may be ordered by the court to perform community service.

If convicted of a two or more violations within 24 months, you will be charged with a Felony and the fine increases to no less than $500, possible community service and your driving privilege will be revoked for one year.


Motorcycle Safety Program – The responsibility for the administration of the Motorcycle Safety Program was transferred to the Governor’s Office of Highway Safety, www.azgohs.gov, 602-255-3216.


Seat Belts – Requires the driver of a vehicle to ensure any passenger under 16 years of age uses a lap and shoulder belt in passenger vehicles designed for 10 or fewer passengers and manufactured no earlier than 1972. If the shoulder harness is not installed, the lap belt must be properly adjusted and fastened. (Previously applied only to the front seat.)


The following is the result of changes effective July 03, 2002.

Driver License/Identification Card Application - When you apply for a driver license or identification card, you are required by ARS 28-3158(D)(5), 28-3165(F) and 42 USC 405(c)(2)(C) to provide your Social Security Number. It will be used to verify your identity and to comply with federal and state child support enforcement laws. It will not be used as your driver license or identification card number.


The following is the result of changes to Arizona law effective May 17, 2002.

Commercial Trailers – A new Arizona law reduced the fees for certain permanently registered commercial trailers with a Gross Vehicle Weight (GVW) over 10,000 pounds, based on the model year of the trailer at the time the registration is renewed.

One-time fees for an initial or renewal registration are:

  • New trailer registered for the first time: $800
  • Used trailer with a model year 5 years old or newer: $500
  • Used trailer with a model year over 5 years: $195


The following is the result of changes to Arizona law effective January 01, 2002.

Plate and Fee To Owner

  • Plate now stays with you when vehicle is sold
  • Get credit for remaining fees, when you transfer plate and fees to another vehicle
  • Transfer fee required
