Required Safety Course
Important: Beginning Jan. 1, 2025, you must pass the Required for OHV Decal: Safe & Ethical Riding in Arizona Off Highway Vehicle safety education course before you renew your OHV decal.
Course Details
The free course, created by the Arizona Game and Fish Department, includes content related to the safe operations of these vehicles. The educational course consists of a 10-minute instructional video followed by 20 multiple-choice questions.
Course Requirements
- At least one owner, or representative of an organization, must complete the course.
- The course only needs to be completed one time regardless of the number of OHVs owned.
- This course will be required one time for at least one of the OHV owners prior to vehicle registrations or renewals between Jan. 1, 2025, and June 1, 2027.
How to Take the Course
- Arizona residents: Complete the course through AZ MVD Now or at MVD office locations across the state.
- Non-residents: Take the course online at AZGFD.gov.
- Businesses: A representative from the business will need to take the course on the business' AZ MVD Now account.
OHV Decal Requirements
Qualifications
Your vehicle must meet both of the following criteria:
- Is designed by the manufacturer primarily for travel over unimproved terrain.
- Has an unladen weight of 2,500 lbs. or less.
This includes:
- Dirt bikes
- ATVs
- Side-by-sides
Decal Cost and Validity
- The fee for the decal is $25 per year.
- OHV decals are valid for one year from date of purchase.
Initial Registration
- The initial decal may be purchased at the same time your OHV is titled and registered.
- Before visiting an MVD or Authorized Third Party office, please complete the Off-Highway Vehicle Decal Application.
Renewal
- Renew online: Use AZ MVD Now for the fastest and most convenient way to renew.
- Renew in-person: Visit an MVD or Authorized Third Party office.
Important renewal tip: You should always renew your OHV decal first when doing a renewal transaction with MVD if the OHV registration and decal expire at approximately the same time.
Usage Classifications
Choose one of three usage types when registering your OHV:
Exclusively Off-Highway (0-2,500 lbs)
- OHV Decal ($25)
- Title
- License Plate
- Not Registered for On-Road Use
Primarily Off-Highway (0-2,500 lbs)

- Registered for on-road use if owner certifies that the vehicle meets the equipment requirements (street legal)
- Reduced Vehicle License Tax ($3)
- No Registration Fee
Primarily On-Highway (0-2,500 lbs)
- OHV Decal ($25)
- Title
- License Plate
- Registered for on-road use if owner certifies that the vehicle meets the equipment requirements (street legal)
- Full Vehicle License Tax (amount varies)
- Full Registration Fee
Non-Resident OHV 30-Day Permit
Beginning September 26, 2025, non-residents may apply for an OHV 30-day permit to allow use of the OHV on forest or maintained roads.
Permit Cost: $15
Permit Requirements:
- The OHV must be titled in the owner’s home state.
- The owner must have a Non-Resident OHV Decal (for off-road use) from the Arizona Game and Fish Department.
- The OHV must meet the following criteria:
- Is designed primarily for recreational nonhighway all-terrain travel.
- Is not more than eighty inches in width.
- Has an unladen weight of not more than two thousand five hundred pounds.
- Travels on four or more non-highway tires.
- Has a steering wheel for steering control.
- Has a rollover protective structure.
- Has an occupant retention system.

Boating
Watercraft Registration
All motorized boats must be registered in order to be legally operated, anchored, or moored on Arizona state waters. The Arizona Game and Fish Department is responsible for licensing boats and other watercraft.
