Northwest Cochise County Transportation PlanProject Summary: Cochise County, the City of Benson and the Arizona Department of Transportation (ADOT) have met to address concerns related to the greater Benson area population growth, increasing traffic in the northwest county area and impacts on the State highway and interstate system. Specific concerns relate to the adequacy of the I-10 interchanges with Highways 80 and 90, and J-Six Mescal Road. Additional concerns relate to the possible need for capacity expansions of Highways 80 and 90 and for new County roads within the northwest county area. It was concluded that an overall Transportation Plan was essential to determine the need for new roads, improvements to existing roads, and other transportation facilities or strategies to address future needs. The Benson area is projected to be one of the fastest growing areas in the County. With an adopted Northwest Area Transportation Plan, the County will be able to determine reasonably related road improvements that could be required of future developers. Developers can then be alerted early in the process of needed transportation infrastructure improvements and thus base development decisions on sound professional information. In addition, this planning process will include an Access Management element and traffic models of alternative scenarios. The plan will also include a segment on State Legislative guidance and process on implementing impact fees. This scope includes a finance options section and a benefit/cost model language for potential impact fees. The major product of the study will be a final report which contains a plan for improvements over twenty- and forty-year periods, and a long-range transportation plan incorporating roadways, non-motorized transportation modes, and transit in the study area.
