Cochise County and Sierra Vista QRS-II Model Update
Project Summary:
The principal focus of this project would be capacity building, technical assistance, modeling and analysis of future needs for the major roadway network in Cochise County. Existing conditions would be inventoried and a complete and current dataset developed for county-wide transportation analysis zones including population, housing units, retail and non-retail employment and special generators. If possible, additional data will be included to enhance the ability of the model to provide Title VI and Environmental Justice analysis.
The QRS II model is capable of meeting needs for traffic modeling for a corridor such as Hwy. 191, or a smaller sub-area such as Huachuca City and for a small county like Cochise County. The small area modeling runs are improved by the larger dataset and the State data for state highways is also improved by the increased depth in the county-wide dataset and model. The technical expertise to do this level of work is outside the in-house capacity of both Cochise County and Sierra Vista at this time. However, both Cochise County and Sierra Vista currently have staff that can be trained to use and update the model, can assess and interpret the modeling results and put those results into immediate use for both city and county-wide planning efforts.
