Transportation Programming

The Arizona Department of Transportation (ADOT) is mandated by state law to be responsible for constructing and maintaining all interstate and state highways in Arizona and providing financial assistance to public airports for airport development projects.  Fulfilling this responsibility includes extensive public participation and sophisticated technical evaluation known as the Priority Programming Process.  The process culminates in the Five-Year Transportation Facilities Construction Program for highways and airports.  This publication identifies programs and projects programmed for State fiscal years 2012 through 2016.

Delivery of the Transportation Facilities Construction Program may be impacted by economic conditions or new legislation. ADOT will continue to monitor economic conditions and legislation that may affect revenues.

The State Transportation Board uses the Five-Year Program for distribution to the public prior to public hearings and final action.  Included in this document are:

  • Highway Program
  • Regional Transportation Plan Freeway Program (RTPFP)
  • Airport Program
