Local Public Agencies/Sub-Recipient

The Arizona Department of Transportation Civil Rights Office works with agencies statewide to ensure compliance with state and federal civil rights laws. Local Public Agencies (LPA) and Sub-Recipients of federal aid are defined as:

LPA: "any city, county, township, municipality, or other political subdivision that may be empowered to cooperate with the State transportation department in highway matters" (23 CFR 635.102)

Sub-recipient: Any entity that receives Federal Transit Administration financial assistance as a pass-through from another entity.
