State Route 195: I-8 to US 95

The purpose of this study was to evaluate a connection from SR 195 north of I-8 to US 95 to complement the local and regional road network. The connection to US 95 would provide access from the Commercial Port of Entry at San Luis to another major highway (US 95), further facilitating the movement of goods between the United States and Mexico, and would provide an additional enhanced travel corridor within the City of Yuma.

Project Update:

After consideration of input from the community and local agencies, the Arizona Department of Transportation (ADOT) and the Federal Highway Administration (FHWA) have agreed to conclude the SR 195 study and discontinue the development of alternatives to connect State Route 195 (SR 195) from Interstate 8 (I-8) to US 95.

A range of alternatives for the proposed extension of SR 195 between I-8 and US 95 in Yuma were presented to the community at a public information meeting held in September 2009 (see information on the public meeting below).  The alternatives under evaluation were consistent with the regional land use and transportation plans.  The Arizona Department of Transportation (ADOT) Project Team gathered additional environmental and engineering data regarding alternatives, including technical studies and associated reports for consideration. The ADOT Project Team worked with the Federal Highway Administration (FHWA), along with City of Yuma, Yuma Metropolitan Planning Organization (YMPO) and Yuma County representative, to evaluate the range of alternatives.  The build alternatives and the no build alternative were all assessed against environmental and engineering criteria such as potential impacts to businesses and property owners, construction cost and meeting the project's purpose and need.  After much consideration, it was determined to conclude the study since traffic models indicated minimal differences in projected traffic volumes regardless of which alternative was used to connect SR 195 from I-8 to US 95, provided capacity improvements are made to the Araby Road traffic interchange.

The Avenue 3E alternative had the highest degree of community support.  The study proposed that this corridor alternative would connect SR 195 to US 95 by extending SR 195 from the I-8 interchange, west along I-8 to Avenue 3E then north to connect with US 95.  The City of Yuma, Yuma County and Yuma Metropolitan Planning Organization (YMPO) passed resolutions in favor of the Avenue 3E alternative.

Study Timeline:

Fall 2007
Obtained agency and public input on the planned study, identified potential alternatives, prepared environmental overview

Fall 2009
Presented alternatives to community at a public information meeting

Winter/ Spring 2010
Obtained public comment on the Recommended Alternatives and prepared environmental documents

Winter 2010
City of Yuma adopts resolution identifying Avenue 3E as the preferred alternative

Winter 2010
Yuma County adopts resolution identifying Avenue 3E as the preferred alternative

Spring 2011
Yuma Metropolitan Planning Organization adopts resolution identifying Avenue 3E as the preferred alternative

Fall 2011
Environmental overview concluded

Spring 2012
ADOT, City of Yuma and Yuma County come to a mutual agreement to widen and improve Avenue 3E between I-8 and US 95 to create a more efficient connection.  In addition, ADOT will provide signage to direct SR 195 traffic connecting with US 95 to use I-8 west to Avenue 3E.  Avenue 3E remains a part of the County roadway system.

Fall 2012
Newsletter distributed to inform residents and community of study conclusion.
