Private and Public Utilities
Placement of utilities is allowed in accordance with the Utilities and Rail Road Engineering's "Guide for Accommodating Utilities on Highway Rights of Way."
Because placement of utilities presents a potential for additional liability it is the policy of the Arizona Department of Transportation to require that the owner of the utility facility indemnify the state for this increased liability.
To obtain a permit submit a permit application and five sets of scaled drawings depicting what will be done in the right of way. Schematic Drawings are not accepted.

Maintenance of utilities is, of course, the responsibility of the facility owner. However, both routine and emergency maintenance of existing utility facilities also requires a permit. This assures that all maintenance work is done to current standards. A utility owner can obtain an annual blanket permit for this work. To obtain a blanket permit submit an Encroachment application and an insurance certificate. Note: upgrading of existing facilities is not covered under a blanket permit.
