Obtaining Utilities Clearance

Each Transportation Enhancement project is required to have utility clearance before it goes to bid advertisement. Project sponsors are responsible for providing the documentation for such clearance.

The Utility Coordination and Conflict Resolution Guide is available on the Project Development Documents Web page.

Utility Coordination

During design, project sponsors send the 30%, 60%, and 95% design plans to the various companies having utilities in the project area to determine if there are any utility conflicts. Such coordination will be documented in a report called a Utility Packet; followed by a separate clearance memo stating that there are no utility conflicts and, with regard to utilities, the project is ready for bid advertisement.

Certification Acceptance

If the sponsor has Certification Acceptance, the Utility Packet can follow their own formatting. If the sponsor does not have Certification Acceptance, the Utility Packet must conform to ADOT requirements.
