The people who are developing the ideas - whether it be a government entity, group, or individual - must first submit their ideas to their local Metropolitan Planning Organization (MPO) or Council of Government (COG) representative. The MPO/COG will evaluate your idea and provide advice regarding appropriate sponsorship for your project.

Private non-profit and civic organizations are encouraged to work with governmental agencies to develop project applications. Project applications are required.
