Transportation Enhancement Review Committee The Transportation Enhancement Review Committee (TERC) reviews Transportation Enhancement Program applications for merit within published selection criteria. The TERC then selects and recommends projects for funding to the Arizona State Transportation Board. Meetings are usually held in early October for 3 days.
