Project Consultant

When a Transportation Enhancement (TE) project is awarded, consultants are often used to prepare scoping documents and design plans, analyze environmental impacts, and perform construction administration.

For state-level projects, ADOT contracts with on-call consultants through project-by-project task orders to carry out such activities. Before ADOT gives the consultant a Notice to Proceed (NTP), the consultant prepares a detailed scope of work for ADOT approval.

A template to help a consultant prepare a project's scope of work can be downloaded here and is titled Task Order for Transportation Enhancement Projects. This template covers Environmental Determinations, Phase I Scoping, Phase II Design, and Construction Administration.

For local TE projects, the sponsor may do the project development activities in-house, or have them outsourced through consultants. The task order language for consultants will vary based on the sponsor’s procurement requirements. Although the above document for download was specifically written for state-level TE projects, sponsors of local TE projects may want to download the above document as a general guide for their own consultants.
