Contract Administration

The following table provides guidance for local government agencies who anticipate requesting approval to do their own bidding and providing construction and contract administration on Transportation Enhancement (TE) projects. This is only a partial list of the guidelines for local self-administration.

	Local Self-Administration Guidance
1	These guidelines are for TE projects only for local self-administration of right-of-way activities, design, bidding, and construction.
2	During the project application or kick-off meeting phase, make known your intentions for self-bidding and administration. Not applicable to active projects.
3	Make your request in writing for self- bidding and administration to the ADOT TE section manager, who will then forward to the Federal Highway Administration (FHWA).
4	State of Arizona procurement procedures must be utilized.
5	Environmental, utility and right-of-way clearances must follow FHWA/ADOT processes.
6	District Engineer must approve the request.
7	Scoping documents and 60% level bid documents and estimate must be reviewed and approved by ADOT.
8	All activities must be conducted under the direct supervision of a registered professional. Final documents must have the registrant's seal.
9	There may be instances when the Davis-Bacon Wage Act applies. This will need to be determined on a case-by-case basis.
10	Disadvantage Business Enterprise (projects over $300,000) and Americans with Disabilities Act requirements apply.
