US 191B/Pan American Avenue Temporary Congestion Mitigation
To ease traffic congestion in the commercial district north of the Douglas Port of Entry, the City of Douglas and ADOT have partnered to detour southbound passenger vehicles away from US 191B/Pan American Avenue. Passenger vehicles are now being rerouted west on 5th Street, south on Chino Road, then eastbound onto 3rd Street and back to Pan American south of the commercial district. This detour is a temporary solution and will remain in effect until a new route to the Port of Entry is constructed. Heavy trucks continue to use US191B/Pan American Avenue to access the Port of Entry.
US 191B Port of Entry to 3rd Street Improvements
This ADOT-funded project will include installation of a new traffic signal on US 191B/Pan American Avenue at 3rd Street and permanently replace the temporary barricades used to reroute passenger vehicles for the current temporary detour. The project is expected to go into design in summer 2011 with construction scheduled for 2012.
City of Douglas Improvements of 3rd Street
This project, funded by the City of Douglas, will make improvements to 3rd Street to better accommodate the traffic being detoured from Pan American Avenue and includes paving a portion of 3rd Street that is currently a dirt road. According to Douglas officials, the pavement work is expected to be complete in late in 2011.
City of Douglas Chino Road South Extension
Chino Road, which is maintained by the City of Douglas, will be extended a quarter mile south of where it currently ends at 5th Street to connect with the proposed expansion of the Douglas Port of Entry. This connection is an interim solution to move heavy trucks to the future expansion of the Port of Entry, which is being built to better accommodate commercial trucks crossing the border in both directions.
City of Douglas Chino Road North Realignment
This City of Douglas project will realign the north end of Chino Road to the end of the newly signalized junction of State Route 80 and US 191, where ADOT has a weigh station for commercial trucks. Some of the work on this project has been done and the project is expected to be completed in 2012.
