The Environmental Planning Group (EPG) assists ADOT in promoting water quality through Section 404/401 of the Clean Water Act, the National Pollutant Discharge Elimination System (NPDES) and Arizona Pollutant Discharge Elimination System (AZPDES) permit.
Section 404/401
The primary documents prepared to acquire Section 404 permits from the US Army Corps of Engineers include Preconstruction Notifications (for projects that do not require an individual permit) and Individual 404 Permit applications.
As part of the Section 404 permitting process, ADOT applies for Section 401 Water Quality Certification from the US Environmental Protection Agency (for projects on tribal lands) and the Arizona Department of Environmental Quality (for projects on non-tribal lands).
AZPDES/NPDES
When ADOT disturbe more than one acre of land a AZPDES and/or NPDES permits are required. The AZPDES permits cover projects on non-tribal land; NPDES permits cover projects on tribal lands.
