Finals

Insures contract compliance in regards to ADOT Standard Specifications and project specific Special Provisions.  Audits project-related contracts, specifications and documentation to ensure adherence to the State and agency standards covered in the ADOT Specifications, Construction Manual and Special Provisions as well as Federal Highway Administration (FHWA) and U.S. Dept. of Labor (USDOL)regulations and law.  Audits submitted project finals, change orders, letters of agreement, force accounts and details.  Maintain Blue Book Rental Rate updates.

Labor Compliance Officer (LCO)

Insure compliance of Davis-Bacon and Related Acts (DBRA) for contractor payrolls and related data by conducting periodic contractor reviews which include reviewing interviews, certified payrolls and documentation. Respond to ADOT field personnel, contractors, consultants, auditors, FHWA, union/labor groups, contractor employees, and public inquiries.  Investigate, analyze and resolve wage violations. Substantiate validity of fringe benefit payments to pension, 401k and health plans nationwide.
