The Business Engagement and Compliance Office (BECO) is responsible for ensuring that ADOT, its subrecipients, contractors and consultants achieve full compliance with all applicable federal regulations related to disadvantaged and small business inclusion, equal and fair employment opportunity in contracting and on-the-job training for women and minorities in the construction trades by facilitating these efforts:
- ADOT's good faith efforts to meet overall DBE participation goals
- Compliance with all applicable federal requirements
- Equal Employment Opportunity contractor compliance and On-the-Job Training contractor compliance to provide training and employment opportunities for women, minorities and economically disadvantaged individuals in the construction industry

ADOT to update overall DBE goal for FHWA-funded contracts
Every three years, ADOT must set a new overall annual goal for participation of DBEs in its federally-funded contracts. ADOT will submit a new three-year overall DBE goal to FHWA this summer to go into effect on October 1, 2017.
ADOT has retained Keen Independent Research to perform an availability analysis to assist ADOT in this process. (Keen Independent completed the most recent availability and disparity studies for ADOT in 2015.)
Once the draft Availability Study and ADOT’s proposed DBE goal are prepared in May, ADOT will release them for public review and comment. Two public meetings regarding the proposed goal will be held, with a public comment period open through the end of June. All public comments will be reviewed before ADOT submits its final DBE goal request to FHWA.

ADOT launches a new AZ UTRACS Transportation Business Portal.
To make the AZ UTRACS Registration process easier and to provide a dual SBC Registration in one easy form, ADOT has introduced the new AZ UTRACS web portal. This site is a one-stop portal to enable firms to complete an AZ UTRACS Registration, submit Bidders or Proposers Lists when bidding on projects, access the ADOT DBE System for Certification and Contract Payment Reporting, and offers a new and improved Firm (DBE) Search Directory.
Registrations in the old AZ UTRACS System were automatically transferred and all DBEs were automatically AZ UTRACS registered. Visit AZ UTRACS

DBE Certification Annual Updates
DBE certifications do not expire. However, DBE-certified firms are required to submit an Annual Update every year to maintain certification. Learn More
