The Business Engagement and Compliance Office (BECO) is responsible for ensuring that ADOT, its subrecipients, contractors and consultants achieve full compliance with all applicable federal regulations related to disadvantaged and small business inclusion, equal and fair employment opportunity in contracting and on-the-job training for women and minorities in the construction trades by facilitating these efforts:
- ADOT's good faith efforts to meet overall DBE participation goals
- Compliance with all applicable federal requirements
- Equal Employment Opportunity contractor compliance and On-the-Job Training contractor compliance to provide training and employment opportunities for women, minorities and economically disadvantaged individuals in the construction industry

DBE Program Notice of Proposed Rulemaking Listening Session on Dec. 5, 2013
On Thursday, Dec. 5, 2013, the U.S. Department of Transportation will hold a public listening session on the changes proposed in the Notice of Proposed Rulemaking (NPRM) related to the Disadvantaged Business Enterprise (DBE) Program. Participants will be given an opportunity to speak and provide information to the department regarding specific issues of concern with the NPRM. This event will be held at U.S. DOT headquarters in Washington, D.C. The comment period for the NPRM will be reopened and extended to Dec. 26, 2013.
Due to space limitations, registration is required to participate in this event. Registration will close on Nov. 21, 2013. You can participate either in person or via webconference.

ADOT invites qualified offerers to submit a proposal to conduct an Availability Analysis and Disparity Study of the utilization of Disadvantaged Business Enterprise (DBE) in the department and its subrecipients' transportation planning, design, construction, transit and aviation programs. The study is limited to projects on which the department directly participates or serves as a conduit to subrecipients.
PRE-OFFER CONFERENCE: A pre-offer conference will be held on Wednesday, Nov. 13, 2013 at 2 p.m., MST, at the ADOT Equipment Services Conference Room, 2225 S. 22nd Ave., Phoenix, AZ 85009.
