1. Statewide Storm Water Management Plan

This 314 page plan describes a program to reduce the discharge of pollutants associated with the storm water drainage systems that serve highways and transportation-related properties, facilities and activities. This plan identifies how ADOT complies with the provisions of the Arizona Pollutant Discharge Elimination System (AZPDES) storm water program.

2. ADOT Statewide Storm Water Permit Application
This Permit Application is available for download on its own separate Web page. It reflects the current Arizona storm water regulatory structure and covers various activities and locations for which there was no existing, appropriate permit application. ADOT submitted the application in March 2005 and received a completeness letter from ADEQ in July 2005.

3. Construction Storm Water Pollution Prevention Plan (SWPPP) Template

Note: Please download the instructions first and read them before downloading the Construction SWPPP Template. This template is to help ensure that the SWPPP contains all required components. ADOT has recently compiled comments and evaluated changes to the second version of the template. Changes made to the second version include clarifying some sections, revising tables and checklists for ease of use, modifying reporting forms, and making the template consistent with recent changes to ADOT storm water guidance. The third version of the Construction SWPPP Template is available for download below.

4. Encroachment Documents

These documents consist of the Encroachment Permit Application (which can be completed online), and Stormwater Requirements for External Parties, which include permittees seeking encroachment permits. Handy brochures for the two documents are also included.

6. Unique, Impaired, and Not Attaining Waters Maps by County
These detailed county maps illustrate Unique, Impaired, and Not Attaining Waters, and also watersheds, intermittent and perennial streams, and lakes.

7. Phase I & Phase II Storm Water System Maps
These maps are available for download on its own separate Web page. They show the ADOT storm water conveyance system within the boundaries of all MS4s statewide. As modifications are made to the conveyance systems, the maps will be updated.

8. Projects in the Five Year Program Located Near Unique and Impaired Waters
ADOT updates the list of projects from the Five Year Transportation Facilities Construction Program that are located within 1 mile of unique and impaired waters on an annual basis for project planning purposes. The current map and table illustrate such programmed projects for 2007-2011.

9. Erosion and Pollution Control Manual / BMP Detail Drawings

This manual will assist in the development of erosion and pollution control during both design and construction of roadways. It outlines ADOT’s procedures for complying with water quality regulations and permits, provides a variety of available Best Management Practices (BMPs), and guidance in the selection of those BMPs on ADOT construction project. The downloaded material for this manual is available on its own separate Web page.

The sediment control and water quality protection BMP detail drawings are also available for download on its separate Web page. They are periodically updated. Please refer to the list of these drawings frequently for future updates.

Appendix A.6 - Methodology for Determining Final Stabilization within the Erosion and Pollution Control Manual has been recently revised and is available at the third link below.

10. Maintenance and Facilities Best Management Practices (BMP) Manual
This manual will assist the user in establishing the proper erosion and pollution control measures to be used during the maintenance of roadways and operations of facilities. It outlines ADOT’s procedures for complying with water quality regulations, and guides in the selection of BMPs for ADOT maintenance activities and agency facilities operations. The manual's content for download is available on its own separate Web page.

11. Post-Construction Best Management Practices (BMP)Manual
This manual serves to guide the roadway designer, both internal and external to ADOT, in the selection and design of structural post-construction (permanent) BMPs. This manual formalizes and compiles the post-construction BMPs that ADOT presently implements along with the design of additional BMPs to allow ADOT to comply with regulatory requirements and related permits.

12. Storm Water Monitoring Guidance Manual for Construction Activities
This guidance will assist the user in preparing monitoring plans required for construction activities located within ¼ mile of a unique, impaired, or not-attaining water and their tributaries, or any sensitive project as deemed necessary by ADOT. This manual also includes detailed procedural information and quality assurance and quality control requirements.

14. Storm Water Monitoring Guidance Manual for Industrial Activities
This manual will assist ADOT facilities subject to monitoring and reporting requirements under the MSGP-2000. The facilities include all ADOT-owned or operated material source mining sites, the Grand Canyon Airport, and the Traffic Operations Sign Factory. (Note: A fourth facility, the ADOT Print Shop, has applied for a No-Exposure Exemption).

15. MS4 Permit Annual Reports
These reports discuss components of the Phase I SWMP implemented by ADOT, proposed changes to the SWMP, summary of data collected throughout the reporting year, annual expenditures, enforcement actions, inspections, public education programs, and water quality improvements or degradation.
