This final version of the permit provides authorization to ADOT to discharge stormwater under the Arizona Pollutant Discharge Elimination System (AZPDES) program, in compliance with the Arizona Revised Statutes and the federal Clean Water Act. This 114-page permit was signed by the Arizona Department of Environmental Quality on August 15, 2008. This permit was subsequently revised, effective September 19, 2008.

This covers the use of dry weather field and analytical monitoring to identify outfalls/conveyances that are discharging non-stormwater and conduct follow up studies as necessary to detect and eliminate illicit discharges.
