COG/MPO Surface Transportation Program (STP) Ledgers
ADOT's Office of Financial Management Services (FMS) prepares ledgers for the federal Surface Transportation Program (STP) funding allocated to Arizona's Councils of Governments (COGs) and Metropolitan Planning Organizations (MPOs). STP funding is allocated as reflected in the Annual STP Distribution to Greater Arizona (24KB).
The quarterly ledgers are prepared pursuant to the Development and Approval Schedule, and reflect estimated activity in the current federal fiscal year (FFY) for STP allocations only. Ledgers dating back to FFY 10 are available in the Audits and Reports - Archive. Ledgers are posted in pdf format, which requires Adobe Acrobat to view.

Development and Approval Schedule:
STP ledgers are generally prepared as noted in the schedule below. DRAFT ledgers will typically be posted on this web page by the end of the month following the calendar quarter. COGs/MPOs will have until the 15th of the following month to review the draft ledger and notify ADOT of any questions or issues. If ADOT does not hear from a COG/MPO by the 15th, it is assumed the respective COG/MPO agrees with the ledger and it will be finalized by FMS. Finalized ledgers will be posted on this page as soon as possible.
