Design and Right of Way Valley Freeway Closures & Restrictions

If the engineering and environmental studies both recommend constructing one of the alternatives studied, then the project will transition into the design phase. This typically is done in two parts, with both parts including numerous technical reviews for compliance with design standards. First, the preliminary engineering documents are completed. This level of design is sufficient to define the right of way requirements so that right of way acquisition can begin. The second level, or final design, is sufficiently detailed for a contractor to bid the project.

For the State Route 801 - Loop 303 to Loop 202 project, the preliminary design and final design would be separated by several years. The Regional Transportation Plan currently funds the construction of this project in the years 2023 to 2025. However, due to the rapid growth in this part of the Valley, the plan also funds advance right of way acquisition in the years 2008 through 2015 so vacant land is purchased before it is developed. In order to buy this land early, the preliminary engineering would be completed in 2008 so that right of way boundaries can be defined. Currently, the final design is scheduled for 2020-2022, just in advance of construction. The current schedule for the Design phase is as follows:

Preliminary Design (with Right of Way Delineation) - Early 2009
Advance Right of Way Acquisition - 2008 to 2015*
Right of Way Acquisition Completion - 2020 to 2022*
Final Design - 2020 to 2022*

*Based on current program schedule; however, could be completed earlier if regional freeway program advanced these activities.
