Since the 2004 voter-approved extension of the ½
cent transportation tax, ADOT has been working diligently
with local and regional governments to implement the
Regional Transportation Plan.
The Regional Transportation Plan is a comprehensive,
multi-modal 20-year regional plan that provides the
blueprint for transportation investments in the Maricopa

IMPORTANT EAST VALLEY FREEWAY CONNECTIONS
ARE NEARING COMPLETION
Loop 202 (Red Mountain Freeway) - Final
Stretch to be Complete in 2008

The purpose of the Loop 202 (Red
Mountain Freeway), including the SuperRedTan (Superstition,
Red Mountain and Santan Freeways) TI, is to serve regional transportation
needs while relieving congestion on US 60 and the City of Mesa’s
arterial street network.
The final segment of the Loop 202 is under construction between
Power Road and University Drive and is expected to be open to
traffic late next summer 2008. McDowell Road between Power and
Ellsworth Roads in Mesa reopened for traffic ahead of schedule.
The closure was for construction activities associated with
this final piece of the Red Mountain Freeway.
When the Red Mountain Freeway is complete, there will be roundabout
intersections operating at the McKellips and Brown Roads traffic
interchanges.

Modern Roundabouts are statistically safer than traditional
stop or signal-controlled intersections.
- The
Modern Roundabout can represent a 30 to 50% increase
in traffic capacity thereby enhancing traffic flow,
providing reduced fuel use, reduced pollution, and quieter
neighborhoods with fewer stops and starts that create
vehicle noise.

The effort
of selecting roundabouts for the McKellips and Brown Roads traffic
interchanges included an extensive public outreach process,
endorsement by 15 neighborhood organizations in this area of
the Loop 202, and unanimous support by the Mesa City Council.

the project a success.
Due to the nature of this four-level interchange with eight
fully directional ramps, this interchange earned the title of
the largest interchange project in the state.

The SuperRedTan TI project involved widening four-miles of US
60 between Power and Crismon Roads along with two miles of a
new six-lane segment of the Loop 202 between Baseline Road and
Southern Avenue; a four level system interchange consisting
of eight directional ramps was also designed. The design team
included several bridge engineers that designed 12 bridges.
In addition to eight overpasses, there were four multi-spanned
ramp flyovers. All of the bridges are cast-in-place, post-tensioned
concrete box girders.
This project is the first one in the metropolitan area with
design icons placed on the columns in addition to the wall patterns.
A Citizens Advisory Team (CAT) was established
to provide a two-way forum between ADOT and the local communities
adjacent to the interchange. They met regularly between 2000
and 2006 to provide input and innovative ideas from the local
community perspective.
The project was built in two phases.
Phase I built the basins, the walls, all of
the at-grade Ramp East to South (E-S), the Loop 202 bridges over
US 60, all of Ramp North to West (N-W) including the flyover
and the columns and frames of the flyovers for Ramps West-South
(W-S), East-North (E-N), and South-East (S-E) over US 60 and
two-miles of widened US 60 between Sossaman Road and Ellsworth
Road. Since maintaining traffic was of paramount consideration
during the design, a high speed, four-lane detour was built
to the south of US 60 to carry traffic around construction of
the flyovers’ frames for the TI.
Phase II included the rest of the construction
for the TI. This work involved widening an additional two miles
of US 60 between Power and Sossaman Roads and between Ellsworth
and Crismon Roads, completing the Loop 202 mainline along with
Ramps W-S, W-N, E-N, and S-E.  |

US 60 SUPERSTITION FREEWAY - CONSTRUCTION
PROJECT COMPLETED AHEAD OF SCHEDULE

The major widening project from Gilbert to
Power Roads was completed this spring ahead of schedule. This
section of freeway was three lanes in each direction prior to
the improvements, and is now six lanes, with an auxiliary lane
(merging lane), for a total of seven lanes.

ADOT communicated with local communities and area
businesses throughout construction to provide information about
traffic restrictions, coordinated with a variety of special
events and accommodated for holiday travel.
The project included 50,000 tons of rubberized asphalt and 60,000
tons of concrete recycled from the previous US 60.
Also, four overhead message boards were added at various locations
between Gilbert and Power Roads. Landscaping is underway and
scheduled to be complete by early 2008.
Studies are pending for improvements to US 60 between Loop 101
and Mill Avenue, estimated for construction in 2009.

STATE ROUTE 87 (DUTHIE-MARTIN
HIGHWAY)
IMPROVEMENTS UNDERWAY

Construction of a new traffic interchange connecting
State Route (SR) 87 with the Bush Highway (Saguaro Lake Turnoff)
north of Fountain Hills has begun and is expected to take approximately
18 months to complete.
ADOT will build a new bridge to carry Bush Highway traffic over
SR 87, as well as on and off-ramps connecting the two highways.
The improved interchange is designed to create safer traffic
conditions at the junction of the two highways.

The project also will result in improved shoulders, slopes and
drainage facilities along eight miles of northbound SR 87.

MORE HOV LANES COMING SOON TO EAST VALLEY
High
Occupancy Vehicle (HOV) lanes are designed to aide in relieving
traffic congestion during morning and evening rush hours, encourage
carpools and public transportation, allow for express bus service,
shorten travel time, and reduce the overall number of vehicles
on the road.
26 miles of the nearly 40 miles of HOV lanes programmed for
the Valley are in design or construction on the Loop 101 and
construction will be underway from Tatum Boulevard to the Loop
202 (Santan Freeway), improving mobility in Phoenix, Scottsdale,
Tempe, Mesa and Chandler.

LOOP 101 (PIMA FREEWAY) SCHEDULE

HOV
Lanes are Under Construction between Princess Drive and
Loop 202 (Red Mountain Freeway)
Construction began in September 2007 and will last approximately
15 months on Loop 101 (Pima Freeway). ADOT will add one HOV,
or carpool lane, in each direction between Princess Drive and
Loop 202 (Red Mountain Freeway). The 15 miles of HOV lanes will
be constructed within the median of the Loop 101 and is anticipated
to be completed late fall 2008. Coffman Specialties, Inc. was
awarded the $47.5 million contract. ADOT has met with stakeholders
such as the City of Scottsdale, Scottsdale Healthcare, the Salt
River Pima Maricopa Indian Community, the Thunderbirds, and
WestWorld along the Pima Freeway to coordinate schedules and
special events to help plan for the upcoming construction.
Weekend closures have occurred to set up the temporary concrete
barrier along the median, similar to that on the SR 51 between
Shea Boulevard and Loop 101; the construction crews will work
inside of that barrier. Additional weekend closures will occur,
moving towards Princess Drive, as the contractor completes work
within the current work zones.
Traffic disruption will be minimal as the majority of the work
will be done in the center median with traffic lanes shifted
to the outside. ADOT has worked to minimize the potential impacts
to drivers heading to special events (such as ASU football games)
through the sequencing of this work. Please remember that construction
activities and schedules can change due to weather or equipment
breakdowns.
Tatum Boulevard to Princess Drive HOV Lanes
Design is underway and will be complete by fall 2007 on the
STAN accelerated Loop 101 (Pima Freeway), making way for construction
of the 5.3 miles of HOV lanes anticipated to begin in fall 2008.
64th Street Traffic Interchange (TI) Construction Begins
Fall 2007
The construction project was recently awarded to Pulice, Inc.
with construction anticipated to begin fall 2007. The project
will construct a new diamond TI and associated features on the
64th Street alignment at the Loop 101 (Pima Freeway). 64th Street
does not currently exist in this location. The 64th Street alignment
is located mid-way between the existing TIs at 56th Street and
Scottsdale Road which are 2-miles apart. The project is within
the City of Phoenix.
64th Street is planned to be a 6-lane arterial and will be elevated
approximately 30-feet above the existing ground and over the
Loop 101 mainline. The interchange will provide freeway access
ramps (entry/exit) for both directions of Loop 101. Also, included
in the project are new auxiliary lanes on the Loop 101 mainline
to connect the 64th Street TI ramps with the 56th Street and
Scottsdale TI ramps and improve the merging ability for vehicles
exiting/entering the freeway mainline.
I-17 to Princess Drive Freeway Management Systems (FMS)
Modifications
Design is anticipated to be complete in 2008 and construction
to begin in 2009. This segment will add improvements including
variable message signage and traffic monitoring systems to provide
data to drivers. Ramp metering will be added to manage the flow
of traffic entering the freeway. Other elements will include
installing new bridge-supported sign structures and modifying
a few sign structure supports in the median.

LOOP 101 (PRICE FREEWAY) SCHEDULE

Lanes Coming Soon between Loop 202 (Red Mountain Freeway) and
Baseline Road
HOV, or carpool lanes, will be added to approximately 5 miles
within the median of the Loop 101 south to Baseline Road beginning
in the spring of 2008 thru early 2009. Concrete barriers will
also be installed to replace existing cable barrier.
HOV Lanes Coming Soon between Baseline Road and Loop
202 (Santan Freeway)
HOV, or carpool lanes, will be added to approximately 5.5 miles
within the median of the Loop 101 from Baseline Road to Loop
202 just north of Frye Road. The project has been accelerated
from STAN funding and is now programmed for construction to
begin in summer 2008.
