Since the 2004 voter-approved extension of the half-cent transportation tax, ADOT has
been working diligently with local and regional governments
to
implement the Regional Transportation Plan.
The Regional Transportation Plan
is a comprehensive, multi-modal 20-year regional plan
that provides the blueprint for transportation investments
in the Maricopa County

NEW EAST VALLEY PROJECT WEB PAGE LAUNCHED

This spring, the Arizona Department of Transportation (ADOT)
launched new and improved project web pages available at the
following link: www.azdot.gov/Highways/Valley_Freeways/index.asp
This portion of the ADOT website is an information resource
about new freeways, major freeway capacity improvements, freeway
widening for HOV and general purpose lanes and development of
regional freeways in the Metropolitan Phoenix area. The Valley
Freeways web page navigation enables viewers to:

Choose a freeway from the map provided on the Valley
Freeways home page and learn about current and upcoming
projects.
- Gain
information about the status of planned improvements
and schedules for the various projects.
- Learn
about the role of ADOT and other agencies in the development
of transportation improvements.
- Determine
points of contact to gain more detailed project information,
as well as ask questions and provide input to ADOT.

“The
new project web pages are part of ADOT’s strong commitment
to community outreach and involvement,” said Julian Avila,
Community Relations Project Manager with ADOT’s Office
of Communication and Community Partnerships. “We are excited
about being able to provide up to date information and a way
for people to communicate with us.”
These project web pages provide an opportunity for the public
to submit comments and questions directly to ADOT. Additionally,
the web page provides an events calendar that tracks high-traffic
events throughout the Valley.

ADOT KICKED OFF NEW EAST VALLEY FREEWAY
PROJECTS
Agency and public scoping meetings were held in Mesa
and Gold Canyon on two new freeway studies for the State Route
802 (Williams Gateway Freeway) and US 60 Improvements in Pinal
County.
The Arizona Department of Transportation (ADOT) and
the Federal Highway Administration (FHWA) are initiating environmental
and engineering studies to identify and evaluate all feasible
freeway alternatives resulting in alignment recommendations
and implementation plan.
Both studies are in the “scoping” phase which is
focused on understanding the issues related to all feasible
alignments and to gather input from the public, landowners,
stakeholders, and agencies.
Both projects are following the National Environmental Policy
Act (NEPA) guidelines that outline the process by which federal
agencies integrate public comments and environmental concerns
into the decisions they make. Therefore, extensive public involvement
is planned throughout both of the projects.

STATE ROUTE 802 (WILLIAMS GATEWAY FREEWAY)
The east-west Williams Gateway Freeway, also
designated as SR 802, is slated to begin at the Loop 202 (Santan
Freeway) in the vicinity of the Williams Gateway Airport in
Maricopa County (Hawes Roads) in Mesa and then heads southeast
between the airport and the GM proving grounds before heading
eastward into Pinal County to potentially link up with US 60
or SR 79.
A Location/Design Concept Report and Environmental Document
will be created.

The portion of SR 802 (Williams Gateway Freeway) in Maricopa
County is funded through the Regional Transportation Plan approved
by voters in 2004, with construction scheduled within the plan’s
third phase (2016 to 2020). The Pinal County portion of the
SR 802 is not yet funded.
ADOT and the FHWA hosted two public meetings on April 19th (ASU
East) and the other on April 24th (Gold Canyon Ranch). Both
meetings were well attended. Approximately 150 people heard
a brief presentation about the history of freeway planning that
has occurred in the Williams Gateway planning area.
Representatives from ADOT, FHWA and their consulting team were
on hand to answer questions and accept comments about the future
freeway. The PowerPoint presentation and comment form is included
on the website.

US 60 IMPROVEMENTS IN PINAL COUNTY
Due
to the transportation demand by current and future development
and to serve the projected build-out of eastern Maricopa County
and northwestern Pinal County, ADOT and the FHWA has initiated
a study to examine all feasible options for an access-controlled
freeway from the end of the current Superstition Freeway (milepost
199.17) in Apache Junction on the west and extending to the
intersection of SR 79 (Florence Junction) on the east.
A Location/Design Concept Report and Environmental Study will
be completed.

ADOT and
the FHWA hosted a public meeting on April 18th (Peralta Trail
Elementary School). Over 325 people heard a brief presentation
about the history of freeway planning that has occurred in
the Gold Canyon Ranch area along US 60 and within the planning
area.
Concepts currently being considered including improvements within
the existing US 60 right-of-way, as well as realignment to the
southwest around the existing Gold Canyon area. Representatives
from ADOT, FHWA and their consulting team were on hand to answer
questions and accept comments about the future freeway.

US 60 (SUPERSTITION FREEWAY) UPDATES
The major widening project from
Gilbert to Power Roads is nearly complete. Rubberized asphalt
is being applied to the newly widened stretch which should be
complete this summer. Studies are pending for improvements to
US 60 between Loop 101 and Mill Avenue, estimated for construction
in 2009.

STATE ROUTE 87 (BEELINE HIGHWAY)
The Arizona Department of Transportation (ADOT) is scheduled
to begin roadway improvements on SR 87 (Beeline Highway) in
late summer 2007.
The project area runs from the Tonto National Forest boundary
just north of the Fort McDowell Indian Reservation (milepost
194) to the Four Peaks Road turnoff (milepost 204).
Improvements will include:

A new 10-foot shoulder added to the right and new 4-foot
shoulder added to the left of the northbound lanes.
- A
new traffic interchange at the Bush Highway/Saguaro
Lake turnoff.
- Improved
left turn lanes at four median crossings.

The
final project design has gone out to bid (April 2007). Construction
is anticipated to start in late summer 2007 and take approximately
18 months.

LOOP 202 (RED MOUNTAIN FREEWAY)
The SuperRedTan Traffic Interchange, which connects the Superstition,
Red Mountain, and Santan Freeways near US 60 and Ellsworth Road,
is complete with the exception of the ramps that guide traffic
onto northbound Loop 202. Once the Red Mountain Freeway segment
is complete between Southern Avenue and University Drive in
2007, those final ramps onto Loop 202 will open.
The final piece of the Loop 202 (Red Mountain Freeway), the stretch
that runs between Power Road and University Drive, will be complete
in 2008, a project that during its construction the Arizona
Department of Transportation (ADOT) has worked closely with
the community.
On March 29th, a public open house was held to gather community
input on the construction options at McDowell Road. People have
expressed an overwhelming preference for the shortest possible
duration for construction, with added expressed concern about
cut-through traffic and safety of school children.
ADOT and its contractor are very sensitive to the issues of
cut-through traffic and developed comprehensive mitigation efforts
to minimize community impact (including detour signage, law
enforcement, etc.) which we were able to discuss with the community
at the open house. ADOT will have a project-specific telephone
hotline during construction activities at McDowell Road.

MORE HOV LANES COMING SOON TO EAST VALLEY

High
Occupancy Vehicle (HOV) lanes are designed to aid in relieving
traffic congestion during morning and evening rush hours, encourage
carpools and public transportation, allow for express bus service,
shorten travel time, and reduce the overall number of vehicles
on the road.
With this in mind, Arizona Department of Transportation (ADOT)
announces that construction will begin soon on Loop 101 (Pima
Freeway) to add one HOV lane in each direction from Princess
Drive to Loop 202 (Red Mountain Freeway). Along this stretch,
ADOT will also construct a concrete barrier to replace the existing
cable barrier.
This project includes design and construction of traffic count
loops/pads, cameras, and message signs, which is collectively
referred to as Freeway Management System (FMS). A ramp metering
project will begin in the spring of 2007, with the installation
of ramp metering components and new traffic control signage
to be completed in advance of the HOV project.
Also on Loop 101, from the Loop 202 (Red Mountain Freeway) south
to Baseline Road, ADOT will construct HOV lanes within the current
median, along with concrete barrier to replace existing cable
barrier. Construction is anticipated to begin in 2008.
Construction is anticipated to begin in 2009 on improvements
to the Loop 202 (Red Mountain Freeway), including enhanced capacity
and operations from SR 51 to Loop 101, and HOV lanes in the
median between Loop 101 and Gilbert Road.

our transit partners to implement the voters’ vision
and are committed to quality, safety, open communication
with our neighbors, and minimal inconvenience to drivers. |
