Phoenix blew it on freeway plan

The proposed path of the South Mountain freeway has been around for years. Yet Phoenix couldn't find a way to keep houses from being built in the right of way - as both Chandler and Mesa managed to do. And why didn't the city require extensive disclosure of the route? Now homeowners face needless heartache, and land acquisition will cost a heck of a lot more.
