Project Development

Under the direction of the Deputy Group Manager, ITS Project Development is primarily responsible for the "Design and construction of quality ITS projects in a timely manner" (TTG goal #5). Project managers working in TTG Project Development utilize the ADOT Project Management process to deliver ITS projects through the PS&E phase and monitor the projects through construction.

ITS project manager responsibilities include developing and managing ITS projects through preliminary planning, scheduling, design, bid, and construction. A user-friendly approach to the designed project considering long term maintenance and constructability are elements of every project. Essential duties involve team building with ADOT and non-ADOT stakeholders, developing and administering consultant contracts, and sustaining communication throughout all project phases.

Tools developed to enhance the process include ADOT TTG: FMS Design Guidelines, Ramp Meter Guidelines, DMS structural design standards, and Standard Drawings and Special Provisions (expected in 2008).

The Project Development section is divided into two sections; Urban Projects, primarily Freeway Management System (FMS); and Statewide Projects, mainly DMS and RWIS. Urban Projects are defined on the Phoenix Freeway Management System Phase map and developed through the State budget process.
