Arizona Statewide ITS Stakeholders

The Statewide ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the state.

ADOTArizona Department of Transportation (ADOT) is the state agency responsible for the safe, efficient and cost-effective movement of people and products throughout the State of Arizona. ADOT is responsible for managing, operating and maintaining state-owned transportation infrastructure. ADOT is comprised of several divisions, of which, four directly relate to this project: Enforcement and Compliance Division (ECD), Intermodal Transportation Division (ITD), Motor Vehicle Division (MVD), and Multimodal Planning Division (MPD). Within ADOT’s ITD, the state is divided into the Phoenix Maintenance District, Phoenix Construction District and 9 regional Districts. Each district is supported by one of the four regional Traffic Signal Ops Maintenance groups that service the state. ADOT’s MPD is responsible for long range planning and programming (i.e., the STIP, TIP.) The ECD is the law enforcement component of ADOT, and the MVD is ADOT’s division that handles AZ driver’s licenses and vehicle registrations.
American Association of Motor Vehicle Administrators (AAMVA)The American Association of Motor Vehicle Administrators (AAMVA) is a nonprofit organization striving to develop model programs in motor vehicle administration, police traffic services and highway safety. AAMVA represents the state and provincial officials in the United States and Canada who administer and enforce motor vehicle laws. AAMVA operates the IRP Clearinghouse.

Arizona Department of Environmental Quality (ADEQ)The Arizona Department of Environmental Quality's mission is to protect and enhance public health, welfare and the environment in Arizona. Established by the Arizona Legislature in 1986 in response to growing concerns about groundwater quality, ADEQ today administers a variety of programs to improve the health and welfare of our citizens and ensure the quality of Arizona's air, land and water resources meets healthful, regulatory standards. ADEQ is responsible for the state vehicle emissions program, including CVO emissions. They are also responsible for the State Implementation Plan.
Arizona Department of Public Safety (DPS)The Arizona Department of Public Safety (DPS) represents highway law enforcement. DPS is responsible for ensuring the safe and expeditious use of the highway transportation system for the public and to provide assistance to local and County law enforcement agencies. DPS coordinates with Arizona Department of Transportation in these efforts. DPS also provides services and enforcement in commercial motor vehicle, tow truck, safety programs and is responsible for the air rescue and aviation services.
Arizona Division of Emergency Management (ADEM)The Arizona Division of Emergency Management (ADEM) prepares and coordinates emergency services and the efforts of governmental agencies to reduce the impact of disaster on persons and property.
Arizona Tribal Strategic Partnering Team (ATSPT)ADOT, FHWA, BIA, Inter Tribal Council of Arizona, several counties, and several tribes are involved in this coordinating team. ADOT MPD and Tribal Planning/Coordination.
Arizona UniversitiesThis stakeholder includes the three universities within Arizona: Arizona State University (ASU), Northern Arizona University (NAU), and the University of Arizona (U of A). The U of A, ATLAS Center is involved in the SmartDrive - Connected Vehicle (formerly VII) effort involving on-board emergency response vehicles communicating with roadside equipment to cut down on crashes and support traffic incident management initiatives. University of Arizona Tucson has been involved in ITS research with collision avoidance systems, testing on-board RADAR and tracking systems and Real-time Hierarchically Optimized Distributed Effective Signal system (RHODES) and other ITS throughout decades.
AZTechAZTech is a partnership of government agencies and private companies led by Maricopa County Department of Transportation and Arizona Department of Transportation, working to develop a state of the art system that will reduce emergency management response time to traffic incidents as well as enhance safety for the public and emergency responder personnel. Bureau of Indian Affairs (BIA)The Bureau of Indian Affairs (BIA) is the US Federal government agency charged with the administration and management of lands held in trust by the United States for American Indians, Indian tribes, and Alaska Natives. Central Arizona Association of Governments (CAG)Central Arizona Governments [CAG] serves as the regional planning organization for the local governments within Gila and Pinal Counties. CAG is headquartered at Apache Junction, AZ.
Central Yavapai Metropolitan Planning Organization (CYMPO)The Central Yavapai Metropolitan Planning Organization (CYMPO), a partnership of Chino Valley, City of Prescott, Dewey-Humboldt, Prescott Valley, Yavapai County and the Arizona Department of Transportation. Central Yavapai Metropolitan Planning Organization (CYMPO) is the metropolitan planning organization serving the Yavapai Arizona region. Its purpose is to cooperatively plan the transportation future of the Central Yavapai region that falls within the 401.46 square miles of the MPO Planning Boundary.
County, City and Muni GovernmentCounty, City and Muni government throughout the State of Arizona are responsible for the county's traffic operations, fire, law enforcement, Public Safety Answering Points (PSAPs), maintenance operations, website, tourism, convention and visitor's bureau. There are many local cities, towns and municipalities throughout the State of Arizona whose traffic management functions and infrastructure are not specifically called out in the Statewide ITS Architecture but whom have signal systems. This stakeholder represents their interests for existing and future project planning. Any city, county, township or Muni that has a specific ITS project may use ITS elements unclassified (i.e., County, City and Muni Government) as the foundation for an ITS Project Architecture, consistent with the statewide ITS architecture.
EM Contract Transport CompaniesEmergency medical service providers that offer ambulance services and medical transports.
Federal Highway Administration (FHWA)Federal Highway Administration (FHWA) has served as a funding and advisory partner in the State of Arizona throughout ITS planning and deployment spanning throughout the 80's, 90's and into the 21st century. They are partners in AZTech, the Arizona E-VII Initiative, this Statewide ITS Architecture and federally funded transportation related projects in the State of Arizona.
Federal Motor Carrier Safety Agency (FMSCA)Federal Motor Carrier Safety Agency (FMSCA) is an agency in the US Department of Transportation responsible for commercial vehicle operations.
Financial InstitutionsFinancial and banking institutions that play a role in the transfer of funds for fare collection as well as for other fee based transportation services.
FlagstaffThis stakeholder represents the City of Flagstaff ITS elements to be including in the Arizona ITS Statewide Architecture. The City of Flagstaff metropolitan area has approximately 135,000 people.
Flagstaff Metropolitan Planning Organization (FMPO)The Flagstaff Metropolitan Planning Organization (FMPO) is responsible for coordinating regional transportation and land use planning with innovative communication and solutions throughout the Flagstaff region. Jurisdictions that make up the FMPO are the City of Flagstaff, Coconino County, and the Arizona Department of Transportation (ADOT).
Independent School DistrictsThis stakeholder represents all public school districts throughout the State of Arizona. The districts have been included primarily for their role in emergency evacuations throughout the state where school buses are utilized.
Information Service ProvidersLocal, regional and national information service providers (such as Navigator, SmartRoutes, Metro Traffic) that provide travel information to the traveling public (both subscription service and general broadcast information). Includes internet sites, hand held devices (phones) with access to traffic conditions, service bureaus, etc. Information Service Providers can be public or private. They include Google Transit, websites for dial-a-ride registration, traveler information services provided through PDA or other delivery modes.
International Fuel Tax Association (IFTA)This is a national clearinghouse designed to allocate fuel taxes between multiple states for motor carrier activities across jurisdictional lines, in accordance with the International Fuel Tax Agreement.
Maricopa Association of Governments (MAG)The Maricopa Association of Governments (MAG) is the Council of Governments (COG) that serves as the regional Metropolitan Planning Organization (MPO) for the Phoenix area. MAG developed and provides updates to the MAG Regional ITS Architecture.
Maricopa County Department of Transportation (MCDOT)Maricopa Department of Transportation (MCDOT) is a partner with ADOT in several projects that have a Statewide impact on ADOT projects: AZTech, Emergency Vehicle Infrastructure Integration (E-VII).
MediaOwner/Operators of communications media including television, cable TV, radio, and newspapers.
Mexico Governmental AgenciesThis stakeholder represents all of the government agencies within the country of Mexico. This includes those agencies that handle traffic operations, maintenance of roads, emergency operations, border inspection and clearance operations, etc.
National Oceanic Atmospheric Administration (NOAA)The National Oceanic and Atmospheric Administration (NOAA) is a federal agency focused on the condition of the oceans and the atmosphere. It plays several roles in providing local weather services. They also receive RWIS data from ADOT.
Northern Arizona Council of Governments (NACOG)Northern Arizona Council of Governments (NACOG) represents local governments to provide a wide variety of services within the four Arizona counties of Apache, Coconino, Navajo, and Yavapai, this also includes the Flagstaff area of Arizona.
Northern AZ Intergovernmental Public Transportation Authority (NAIPTA)The Northern Arizona Intergovernmental Public Transportation Authority (NAIPTA), works with the Flagstaff MPO (FMPO), Northern Arizona University (NAU), Coconino County and the City of Flagstaff to provide transit services for the region.
Pima Association of Governments (PAG)Pima Association of Governments (PAG) is the regional Metropolitan Planning Organization (MPO) for the Tucson Arizona Regional ITS Architecture.
Private Commercial CarriersPrivate owners of commercial vehicles that carry goods throughout the State of Arizona.
Public and Private Transit ProvidersThis stakeholder represents local transit providers not explicitly called out in the Statewide ITS Architecture. This includes providers of local fixed-route shuttle buses paratransit services and dial-a-ride services. It could include public or private transit providers that provide transit, commuter and event management services throughout the State of Arizona
Rail OperatorsIn cooperation with UPRR, SPRR, Amtrak and the Federal Railroad Administration the State of Arizona and each of the regional ITS Architectures work with rail organizations to study and improve at-grade rail intersections. Operators of private rail systems including freight and their ITS elements are included with this stakeholders.
SouthEastern Arizona Governments Organization (SEAGO)SouthEastern Arizona Government Organization (SEAGO) is a regional planning organization for SouthEastern Arizona counties in the Bisbee area which includes Cochise, Graham, Greenlee and Santa Cruz counties.
State of CaliforniaThis stakeholder represents the California Department of Public Safety - California Highway Patrol (CHP) and, California Department of Transportation (Caltrans).
State of NevadaThis stakeholder represents the Nevada Department of Public Safety (DPS) - Nevada Highway Patrol and, the Nevada Department of Transportation (NDOT). NDOT has DMS they share with ADOT, activated when very high wind speed thresholds are reached.
State of New MexicoThis stakeholder represents the New Mexico Department of Public Safety (DPS) - New Mexico Highway Patrol and New Mexico Department of Transportation (NMDOT).
State of UtahThis stakeholder represents the State of Utah Department of Public Safety (DPS) - Highway Patrol and the Utah Department of Transportation (UDOT).

US Customs and Border ProtectionUS Customs and Border Protection (CBP) is one of the Department of Homeland Security’s largest and most complex components, with a priority mission of keeping terrorists and their weapons out of the U.S. It also has a responsibility for securing the border and facilitating lawful international trade and travel while enforcing hundreds of U.S. laws and regulations, including immigration and drug laws. The CBP is the first point of contact when crossing into the US from Mexico. There are six border crossings in Arizona: 1) Douglas/Agua Prieta, 2) Naco, 3) Nogales, 4) Sasabe, 5) Lukeville/Sonoyta, and 6) San Luis. US Immigration and Customs Enforcement (ICE)U.S. Immigration and Customs Enforcement is the principal investigative arm of the U.S. Department of Homeland Security (DHS) and the second largest investigative agency in the federal government. Created in 2003 ICE now has 20,000+ employees.
Western Arizona Council of Governments (WACOG)The Western Arizona Council of Governments (WACOG) is dedicated to serving its local jurisdictions in Yuma, La Paz, and Mohave Counties. WACOG's Transportation Planning Department assists member entities and Native American Tribes within La Paz and Mohave Counties in securing funding opportunities for transportation related infrastructure and planning projects
YumaYuma Metropolitan Planning Organization (YMPO) is the metropolitan planning organization for Yuma County, Somerton, City of Yuma, San Luis, Wellton, and the Cocopah Indian Tribe. The YMPO strives to attain and balance multimodal transportation related needs in the Yuma regional transportation planning boundary area as designated by the Arizona Governor, with finite resources, while promoting a safe environment and enhancing the quality of life in the community. Yuma County Intergovernmental Public Transportation Authority (YCIPTA)The Yuma County Intergovernmental Public Transportation Authority (YCIPTA) provides 17+ busses. Yuma County Area Transit (YCAT) fixed route and Greater Yuma Area Dial-A-Ride demand responsive bus service throughout southwestern Yuma County including the cities of Yuma, San Luis, Somerton, Town of Wellton, Cocopah Indian Reservation and unincorporated communities of Yuma County, including Gadsden, Fortuna Foothills and Ligurta. YCAT also provides service into Winterhaven, CA and on the Quechan/Fort Yuma Indian Reservation.
