Welcome to the Operations Program!  Doug Forstie is the Deputy State Engineer for the Operations Program, which falls under the direction of the Intermodal Transportation Division.
ADOT has a total of 10 ENGINEERING DISTRICTS. The Phoenix Construction District and the Phoenix Maintenance District fall under the direction of the Valley Transportation Program while the other eight come under the supervision of the Operations Program.  District headquarters are located in Flagstaff, Globe, Holbrook, Kingman, Phoenix, Prescott, Safford, Tucson and Yuma. The primary goal and objective of the District Operations Group is to provide efficient and effective use of State resources for the Statewide Road System, conforming to the highest possible level of professionalism and standards of maintenance and construction.  Construction crew members work the same hours as workmen for contracts and inspect every stage of construction.  Maintenance crews work out of local facilities throughout the state and are assigned sections of highway to keep in good repair, further assuring the safety for the traveling public. HIGHWAY MAINTENANCE GROUP is a $71 million-a-year operation involving 900 persons working out of 70 organization units distributed strategically throughout the state.  It maintains approximately 24,800 lane miles of highway, including repairing pavements, cleaning drainage structures and cattle guards, fixing fences, and smoothing out shoulders.   During emergencies, such as snow storms and floods, maintenance employees divide into 12-hour shifts to provide a 24-hour response capability. MATERIALS GROUP has statewide responsibility for conducting geotechnical investigations, performing materials testing and evaluation, implementing a materials quality assurance program, operating a pavement management system, developing pavement design strategies for new and old pavements, and furnishing materials design reports and specifications to support construction and maintenance of the state highway system.
CONSTRUCTION GROUP is responsible for administering all contractor payments, construction administration, programs, and quality control of construction activities. All policies, procedures, and specifications related to construction activities are developed and/or approved in coordination with this group. It is also responsible for providing adequate employee resources to staff all construction projects.
ADOPT A HIGHWAY PROGRAM has a direct interest in reducing litter in Arizona highways. This is accomplished by litter clean-up and by an anti-litter campaign that encourages motorists to dispose of litter properly through the Adopt a Highway Program (for volunteers) and the Adopt a Highway Maintenance Provider Programs (private sponsors).  The volunteer program encourages organizations to pick-up litter along a specific length of highway.   Recognition signs calling motorists' attention to the litter control effort and crediting the volunteer organization for its work are fabricated and installed by ADOT to recognize program participants.  The Adopt a Highway Maintenance Provider Program offers a way for civic minded sponsors to adopt segments of Arizona Highways requiring high frequency pick-ups by hiring maintenance providers to perform necessary services.   The sponsor is also recognized by special signing, placed near the beginning of the adopted location.  The Adopt a Highway sign reflects the term "Sponsor," indicating that the sponsor's maintenance provider performs litter removal in the area according to specific guidelines and regulations.
