The Arizona Department of Transportation (ADOT) awarded a contract to FNF Construction, Inc. in November 2007 to improve the traffic interchange where State Route (SR) 89 meets SR 69 near downtown Prescott.
Construction began in early 2008, and is scheduled for completion in fall 2009.
The underpass leading to Prescott National Cemetery is now closed; access to the cemetery will be maintained from Overland Trail.
The left turn from southbound SR 89 to eastbound SR 69 is now permanently closed; primary access to SR 69 from SR 89 will be routed on Prescott Lakes Parkway. Alternate access to SR 69 from SR 89 will route motorists along a detour from Gurley Street to Rush Street to Sheldon Street towards SR 69.
The new signal at SR 89 and the entrance to the Veteran Affairs Hospital is now complete, providing protected access to northbound and southbound SR 89.
The finished traffic interchange will feature a slip lane which safely separates Gurley Street and Sheldon Street traffic entering Prescott, and a new right-turn only access for Overland Street.
Access to local businesses and Yavapai Community College will be maintained throughout construction.
ADOT contractors are busy seeding various slopes in the construction zone and will soon begin planting hundreds of native bushes and trees. ADOT is also working with the city of Prescott and the Yavapai Tribe to place symbols and designs that will be culturally appropriate on sections such as retaining walls.
These modifications will increase safety in the traffic corridor.
Other features of the project include repaving throughout the project area, new curb and gutter, extension of pedestrian trails, and improved drainage.

SR 89/SR 69 - ADOT Collision Contingency Plan
ADOT encourages motorists to slow down and obey signage while traveling through work zones. Even when precautions are taken, traffic collisions can and do occur. This is unfortunate; however, the project team believes it is better to be prepared in case an incident should occur within the project.
The project corridor will have narrowed lanes and less “shoulder” than drivers are accustomed to in that section of roadway. ADOT is making every effort to keep traffic moving through the project and avoid backups with associated delays. Please use the following procedures should a collision occur in the work zone.
Minor Crash - A “minor crash” is an incident where both cars can safely exit the project area under their own power and no driver or passenger is injured. Should you be involved in such a “fender bender”, please find a safe place outside the project area to exchange insurance information with the other driver involved.
Major Crash – A “major crash” is an incident where one or more vehicles are disabled or any person is injured. Should you be involved in or witness a major traffic accident, please move to a safe spot and dial 911.
All motorists are advised to pull to the right and allow emergency vehicles to pass safely.
SR 89/SR 69 – Pedestrian Access Policy
Due to safety concerns regarding the nature of the roadway improvements, there is currently no pedestrian access along SR 69 through the work zone. Pedestrians are encouraged to find alternate routes or alternate methods of getting through the work zone.
SR 89/SR 69 – Overland Trail and Robinson Drive Access
Motorists are asked to please not cross the newly-striped double yellow line from SR 89 southbound to Overland Trail and Robinson Drive. Access to the south side of SR 69 (Gurley Street) is ensured by following southbound SR 89 to Gurley Street to Rush Street to Sheldon Street. Additionally, please be aware that U-turns are not permitted along this section of roadway.
