Categorical Exclusion (CE) Documentation

The practitioner has the option to choose between two formats of CE documentation for ADOT highway development projects. They are:
 
1. Categorical Exclusion Checklist
This checklist is the preferred format for environmental documentation for ADOT highway projects. The two downloads consist of the actual checklist working document (with revision history) and checklist guidelines (to assist with the completion of the checklist document).

2. Categorical Exclusion and Environmental Determination ~ Completion Guidelines and Format
This format (also called the long form) is occasionally used for ADOT highway projects located on federal lands, upon request by the land management agency or Indian tribe.

Clearance Memo Templates
The clearance memos templates are used for Group One Categorical Exclusions, or Group Two Categorical Exclusions, or state-funded highway projects, or railroad crossing projects. Please use the appropriate template and submit it with either the Categorical Exclusion Checklist or the Completion Guidelines and Format document.

Commonly Used Mitigation Measures
This download contains a listing of commonly used mitigation for ADOT highway and local government projects. These measures are listed by discipline and sub-categorized by responsible party. These measures are to be used as appropriate and when needed during preparation of environmental documents. Since these are common mitigation measures, do not change the wording of these measures.

Guidance for Categorical Exclusion Groups One and Two Projects
