The selection and administration of professional engineering service contracts by the Contract Branch of Engineering Consultants Section is an integral part in meeting the Department's goals and objectives to provide a safe and efficient transportation system.

The Contract Branch of Engineering Consultants Section (ECS) is designated to apply procedures relating to Consultant Contracts for Engineering Services required by the Intermodal Transportation Division and other Divisions of ADOT, as well as Federally funded and State funded Consultant contracts which are solicited and administered by ADOT at the request of Local Governments, or are solicited and administered by Local Governments in accordance with ADOT approved procedures.

Where procurement and administrative activities of Federally funded Consultant contracts are performed by Local Governments, their own procedures may be followed, provided they are in compliance with the Federal Highway Administration Certification Acceptance Program 23 USC 117 (a), Federal-Aid Policy Guide (FAPG) 23 CFR 172, Code of Federal Regulations (CFR) etal, CFR) 48 etal, (CFR) 49 - Part 18, and ARS 41-2501 and 41-2652, as applicable. As per ** 23 CFR 172.7(d), ADOT provides guidance to ensure compliance.

BACKGROUND

Consultants are utilized by ADOT for project assessments, location studies, design and construction administration of selected construction projects, as well as the preparation of various research and inspection reports. Currently, approximately eighty percent (80%) of ADOT's design effort will be performed by consultants.
