State Landscape Architect

The Statewide Landscape Architect is responsible, through staff, for monitoring and inspecting construction projects outside of the Phoenix Construction District for compliance with environmental rule, statute, individual project permits, and best management practices (BMPs). ARS 32-142 further requires this work to be under the direct supervision of a professional registrant within the category involved - environmental compliance is Registered Landscape Architect (RLA).

They oversee landscaping work in construction projects statewide and conduct Final Stabilization inspections necessary for Notices of Termination (NOT) to close construction project environmental permits. They also provide technical consultations and contract submittal approvals to Resident Engineers related to landscape construction, irrigation system installations, erosion control, and storm water pollution prevention and design, and constructability reviews of statewide landscape projects during development, as well as actively participating in Pre-construction, Pre-activity, and monthly progress meetings.

Other duties and responsibilities include developing environmental / landscaping training courses for construction, supervising environmental / landscaping course instructors as the Subject Matter Expert, and in overseeing the review / development of Construction Quantlists (checklists) for inspection.

Construction project duties and responsibilities are enumerated in Construction Bulletin 11-06.

The original landscape contract compliance and aesthetics duties of the Construction Group's Landscape Architect have become secondary to Environmental Compliance - but the landscaping duties must still be performed.
