Kevin Biesty |

Kevin joined ADOT’s Motor Vehicle Division in February of 2000 as the Division's legislative liaison. He is now serving as the Department's Government Relations and Policy Development Office Director.
Previously, he served as Legislative Liaison for the Arizona Department of Economic Security and prior to that served on staff at the Arizona State Senate. Kevin received his Bachelor's Degree in Business Management from the University of Phoenix. |

Holly Hunnicutt serves as Special Advisor to the Director. Holly is an attorney who, prior to joining ADOT, served over 20 years in the Legislative Council at the Arizona State Legislature. |

The main responsibility of the Government Relations Specialists (Legislative Liaison) is coordinating ADOT’s federal and state legislative duties. |
| Ralene Whitmer |
 |
Ralene has been with our office since January 2010 and prior to that served as Committee Analyst at the Arizona House of Representatives.
Ralene joined ADOT in January 2010 as the Courts and Law Enforcement Liaison. For the last five years, Ralene has worked at the Arizona House of Representatives (House) as part of the Majority Research Staff. At the House, Ralene worked on judiciary, public safety and natural resources issues. She also graduated with a Bachelor’s Degree from the University of Arizona. |
| Will Barnow |

Will has been with ADOT Since October 2011. He is now serving as a Government Relations Specialist working on federal, state, tribal and local government issues. Previously, Will served as a Management Analyst and Government Relations Coordinator in the Maricopa County Manager's Office where he worked on a wide range of legislative and intergovernmental issues. Will holds a Bachelor and Master's degree from Arizona State University and is an ASU Marvin Andrews Fellow of Urban Management. |

Jonathon serves as Assistant Government Relations Specialist. Prior to joining ADOT, Jonathon served as an intern at the Arizona House of Representatives and recently received his Bachelor's Degree in Political Science from the University of Arizona. |

Eileen joined ADOT in June of 2002. She is currently the Policy and Rules Administrator responsible for policy direction and rulemaking activities for the department. Previously, she served as the Federal Policy Advisor for ADOT, Financial Manager for the Office of Children with Special Health Care Needs in the Department of Health Services and Administrative Coordinator for the Division of Developmental Disabilities in the Department of Economic Security. |

Jane has been with ADOT Government Relations since December 2009. Previously, she was a Senior Transportation Planner with the Department's Multimodal Planning Division. Her past background includes substantial state government public policy and rulemaking experience. She holds a Bachelor's and Master's degree in Political Science. |
Rules Analyst
John Lindley |

John joined ADOT in September 1995 and the Government Relations Office in April 2011. As a former member of the ADOT Executive Quality Council and a Management Analyst for the Department's Motor Vehicle Division, he possesses an extensive background in administrative rule and policy development. John is a certified team facilitator and has been writing ADOT administrative rules since 2005. |

Candace joined ADOT's Motor Vehicle Division in June 1999. As a Management Analyst, she assisted a variety of legislative and award winning project related implementation teams in the development of policy. Candace received her Bachelor's degree from Yale University. |
