Victor Mendez was appointed Director of the Department on October 23, 2001. Prior to his appointment as Director, Victor served as Deputy Director of ADOT, as well as Deputy State Engineer for the Department’s Valley Transportation Group where, under his leadership, a plan was developed and implemented to accelerate the Regional Freeway System in Maricopa County by seven years. Victor has been with the ADOT since 1985.
Under his leadership as Director, ADOT has been recognized for the following accomplishments:
- 2005 award recipient of the Paul J. Fannin Award from the Arizona Mexico Commission for the agency's leadership and impact on relations between Arizona and Sonora
- 2001 award recipient of the Arizona Governor's Award for Quality from the Arizona Quality Alliance for the agency's leadership in quality initiatives
Victor is past president of the American Association of State Highway Transportation Officials and the Western Association of State Highway Transportation Officials.
Victor is a registered professional Civil Engineer and holds a Master of Business Administration degree from Arizona State University and a Bachelor of Science (Civil Engineering) degree from the University of Texas at El Paso.
