Sam Elters has a bachelor’s degree in civil engineering from Northern Arizona University and has done graduate work in civil engineering at the University of Nevada-Las Vegas. He became a Registered Professional Engineer in Arizona in 1990.

     He joined ADOT in 1999 after working for Mohave County for 14 years. He started as the Resident Engineer for the US93 widening program and in late 2000 he was promoted to Senior Resident Engineer and was the primary person overseeing all construction in the Kingman District.
