Jennifer leads the state’s Planning Division and was appointed June 8, 2009. She oversees the Department’s development of multimodal plans and programs through a collaborative process. She also oversees the research activity of the Department that enables innovation in transportation.
Jennifer has most recently been serving as Director of Systems Planning within MPD. Ms. Toth joined ADOT’s Intermodal Transportation Division in January 1997 as a Transportation Engineering Associate (TES) in the Engineer-In-Training Program. She served in Phoenix until July 1998 when she was transferred to the Kingman District. In April 2000, she was appointed Resident Engineer with the Kingman District and served until January 2002. She was appointed Senior Project Manager with the Flagstaff District in January 2002 and served there until September 2005. In September 2005, she became Associate Vice President serving as Transportation Planning Director for the Mountain Region (Arizona, Colorado and Utah) for DMJM Harris until November 2008 when she returned to ADOT as Senior Division Administrator, Transportation Systems Planning with the Multimodal Planning Division.
